It maintains local offices, publishes connection workflows, lists service rules and appears in Russian business databases with revenue, profit, licences, tenders and procurement records.

The routing footprint is not floating above an unknown operating company; it lines up with a visible access-provider brand.

The judgment therefore starts positive. Information and Communication Technologies has a credible conversion mechanism from control to revenue. It is a regional operator that can monetise local reach by bundling access, static addressing, repair support and ancillary services. But the positive judgment is not unqualified. The same evidence also shows why the business is bounded. The company has a large enough regional footprint to matter locally, but not enough public evidence to show national bargaining power, hyperscale economics or a deeply diversified enterprise base.

Its margin is likely earned house by house, building by building and contract by contract.

That is not a weakness if management understands the boundary. A regional ISP does not need to become a national carrier to be valuable. It also says the telecom network has its own fibre-optic lines in Moscow and the eastern Moscow region, and that internet service is organised over Infolink's fibre transport network.

That geography is economically important. Local access networks reward density. A fibre route, cabinet, office, field team and call centre can be profitable if they serve enough homes and businesses around them. They become fragile if the operator chases scattered customers that require expensive drops, long travel time and slow payback. Infolink's own language recognises that by repeatedly tying service to technical feasibility at the address. The connection page asks for settlement, street, house and flat, then offers a fallback contact form if the address is not found.

The private-house pages state that the connection offer depends on technical possibility and a typical fibre connection scheme.

The official office map reinforces the same boundary. The company lists customer service offices in Monino and Sverdlovsky and a unified service centre operating daily from morning until late evening. That is not the footprint of a purely remote reseller. It is the operating posture of a local network that has to collect payments, handle moves, reconnect service, support older customers, dispatch technicians and manage complaints in towns where reputation travels quickly.

The control boundary is also broader than simple home internet. The official network page describes fixed telephone service since 1995, cable TV, leased channels and data-transfer services for legal entities, and radiofication services for builders and investors. It says the company offers a combined solution for new residential construction: telephone, radio, internet access and TV signal delivery. That matters because it shows why the operator may tolerate low-margin retail prices.

A building-entry relationship can produce households, business tenants, phone services, TV, support calls, router sales, managed camera services and sometimes public-sector relationships.

The economic reading is that Information and Communication Technologies is strongest where it can own the local service stack around a building or cluster. It is weaker where customers can choose a larger operator with lower equipment costs, broader content bundles or deeper mobile cross-subsidy. The right comparison is not between Infolink and a global cloud platform. It is between Infolink and other Moscow-region access choices at a particular staircase, private road, office or public facility.

The organisation entity identifies the company as the holder behind the ORG-OIT1-RIPE record. The main autonomous system, AS35539, is listed as INFOLINK-T-AS.

The current routing data gives scale. RIPEstat's routing status for AS35539 at the 2026-07-22 collection point shows 16 IPv4 prefixes, one IPv6 prefix, 59,392 IPv4 addresses and 45 observed neighbours. RIPEstat's announced-prefixes data lists 17 current prefix entries, including a large IPv6 /32 and several IPv4 aggregate and more-specific entries. The RIPE aut-num entity adds the shape of the boundary. PeeringDB's selective policy does not mean it can force favourable economics from every counterparty. MSK-IX presence improves local interconnection and can reduce cost or improve performance for traffic reachable there, but it does not remove the need for transit, equipment, power, staff and last-mile repair. The official network page says Infolink's fixed telephony nodes were built on AXE-10 digital switching equipment from Ericsson, and that internet access used certified Cisco and D-Link equipment. These references may describe historical architecture rather than the current bill of materials, but they still matter. Regional networks often run a mix of legacy and newer equipment for a long time. The economics of such networks depend on spare parts, support knowledge, replacement timing and compatibility between old and new systems.

Ericsson's public Russia wind-down and divestment of its local customer-support business make that supplier backdrop more complicated. The available sources do not say that Infolink lost support, failed to obtain parts or suffered any outage because of Ericsson's exit. They do justify a risk question. Regulation is a double-edged asset. Licences and compliance obligations raise the barrier for a small informal competitor. They also create renewal, reporting and operational burdens. A company with phone, internet, TV and surveillance products has more compliance surface than a simple wireless reseller. That can protect incumbency where management is disciplined. It can hurt margins where administration, lawful-intercept duties, personal-data controls, content changes and licence renewals absorb attention.

The corporate record adds a specific watchpoint: reorganisation. Synapse reports a reorganisation flag, while RBC and STAR still present the company as active. The correct interpretation is not panic. Russian corporate records often show reorganisation processes around mergers, predecessor entities or affiliated local operators. The right conclusion is that Infolink's reputation is neighbourhood-sensitive.

That matters economically. If customers in a building believe Infolink is the only practical provider, the company may retain accounts despite complaints. But monopoly-like local positions are fragile if a larger operator enters or if a mobile/fixed-wireless substitute improves. Reviews that mention "no alternative" are warning signs, even when revenue remains stable. They imply that part of retention may come from access constraints rather than delight.

The positive reviews also matter. A local operator can beat larger competitors if technicians arrive quickly, support explains problems clearly and outages are short. Several public comments praise speed, long-term use and quick repair. Those are exactly the behaviours that justify choosing a regional provider. Phone and TV bundles reduce the chance that a household thinks about broadband as a standalone commodity. Each attachment is small, but together they increase switching cost.
