Summary
- The RIPE NCC's draft agenda for the October 2026 General Meeting (GM) contains four substantive items: a discussion of the Draft Activity Plan and Budget 2027, an Arbiter Panel election to fill six seats, a vote on distributing the 2026 surplus or deficit in 2027, and a vote on Articles of Association amendments that change the board structure.
- Per RIPE NCC's own explanatory material, the amendments would turn the current Executive Board into the "RIPE NCC Board", keep the seven membership-elected members as non-executive board members, and make the Chief Executive an executive board member with a vote — a change the organisation frames as aligning formal governance with existing practice and with other regional registries.
- The meeting runs 22–24 October online alongside RIPE 93, which is held 28–30 October in Sofia, Bulgaria, with the formal members-only session beginning 28 October at 16:00 (UTC+2) according to the draft timetable. All dates are marked draft and subject to change until the final agenda is published on 14 October 2026.
- Members can still shape the agenda: under Article 15.6 of the Articles of Association, a member proposal needs support from at least two percent of members with voting rights — 395 members for this meeting — by the 14 October deadline. No member proposals were visible on RIPE NCC's public pages at the time of writing.
What the draft agenda actually contains
The RIPE NCC announced the draft agenda through its news pages and its ncc-announce mailing list, and the meeting's own membership pages consolidate the timetable. Four items stand out:
- Draft Activity Plan and Budget 2027 — a discussion item, not a recorded vote, giving members a view of the registry's spending and service plans.
- Arbiter Panel election — six seats to fill. The Arbiter Panel adjudicates internal disputes, so its composition is one of the few formally contested member-facing elections on the agenda.
- Surplus distribution — a vote on whether and how the RIPE NCC's 2026 surplus or deficit is carried into or distributed in 2027, the recurring financial accountability item that has become a fixture of recent meetings.
- Articles of Association amendments — a vote to change the board structure. This is the item with the largest constitutional consequence.
The board structure amendment, as described by RIPE NCC
RIPE Labs, the organisation's own publication channel, describes the proposal as follows: the current Executive Board becomes the RIPE NCC Board; the seven members elected by the membership continue as non-executive board members; and the Chief Executive becomes an executive board member with a vote. The stated rationale is that this aligns the organisation's formal governance with how it already operates in practice, and with how other regional internet registries structure their boards. The proposed amendment text was scheduled to be published as a supporting document by 30 September 2026 and is to be voted on at the meeting.
It is worth being precise about what this changes. Members retain the ability to elect all seven non-executive seats. What changes is that the executive — the person who runs the registry day to day — gains a formal vote in the body that oversees the registry. That is a real shift in the balance between oversight and management inside the institution, however routine the organisation describes it. Whether members treat it as technical alignment or as a governance question is exactly what the 28–30 October vote will reveal.
The member-proposal channel is still open
The mechanism through which members could add items to this agenda remains live. Under Article 15.6, any member may propose an agenda topic with an associated resolution; the Executive Board may accept it if it is supported by at least two percent of the total number of members with voting rights, submitted at least two weeks before the meeting. RIPE NCC's member-proposals page puts the concrete number for this meeting at 395 members, with 14 October 2026 as the date the agenda is finalised. Proxy vote applications share the same 14 October deadline.
At the time of writing, RIPE NCC's public pages show no member proposals for this meeting. That absence is itself informative: a member body of several thousand LIRs has, so far, not mustered the two-percent support needed to put any item on the agenda, consistent with the pattern of recent meetings where the agenda consisted of board-proposed items only.
Voting and attendance mechanics
Per RIPE NCC's voting pages, votes are cast through Assembly Voting, a third-party online platform, with voting opening on 28 October (approximately 18:00 UTC+2, per the draft timetable) and closing at 09:00 (UTC+2) on 30 October, with results announced at 10:30. Registration closes on 28 October at 14:00 (UTC+2) through the LIR Portal. Members who cannot attend online or in person can appoint a proxy by 14 October.
