Summary
- ARIN’s Advisory Council unanimously moved Draft Policy ARIN-2025-3 to Recommended Draft on 17 September, after an objection surfaced following the staff and legal review.
- The draft minutes say the objection should be documented and answered in a reasoned statement of conformance; the Council also kept open the option of returning the proposal to Draft after community feedback.
A stage changed, not a rule
ARIN’s Advisory Council advanced the proposal, but the vote did not change the Number Resource Policy Manual. That distinction matters because the objection was still on the table when the Council acted.
The draft minutes of the 17 September meeting say the policy shepherd received an objection after the latest Public Policy Mailing List post. It had not appeared in earlier posts, and it arrived after the staff and legal review had been shared. The shepherds planned to publish the comment history, including arguments for and against the revision, to invite further discussion.
ARIN-2025-3, titled “Change Section 9, Out of Region Use Minimum Criteria,” would lower the in-region IPv4 threshold in the draft from /22 to /24 while retaining specified exclusions. That is the policy question. The September meeting raised a separate procedural one: should a new objection hold the document at its present stage, or should it advance with the objection still visible?
The Council chose to advance. Matthew Wilder moved the draft to Recommended Draft Policy; Leif Sawyer seconded it. The motion carried unanimously by roll call. That was a vote by the Advisory Council, not a finding that the wider ARIN community had reached consensus, and not adoption of the policy.
The minutes say the statement of conformance should describe support and opposition, assess whether support is sufficient, address the concerns, and explain why the Council recommends moving forward. In other words, the stage change creates a duty to make the reasoning legible. A tally alone cannot show whether the objection was answered, judged outside the proposal’s scope, or simply left for the next discussion.
ARIN’s policy page now carries the Recommended Draft heading while its status field still reads “Under Discussion.” The current text is dated 20 August; the staff and legal review is dated 11 September. These labels are consistent with a proposal still moving through the process, not a rule already in force.
The next scheduled public checkpoint is ARIN 58. Its agenda places ARIN-2025-3 at 11:30 a.m. Eastern on 22 October. The minutes say the Council could return the draft to Draft status after hearing the community. No outcome from that meeting is yet part of this record.
