Summary
- Arcep has ordered Orange to meet fibre rollout completion obligations at 617 shared distribution points and XpFibre at another 105 by 31 January 2027.
- Each operator must show Arcep by 1 March how it met the January deadline; the orders distinguish older breaches from newer areas at risk.
France’s fibre map now comes with homework. In two decisions published on 19 October, regulator Arcep told Orange and XpFibre to complete their rollout obligations at 722 listed points de mutualisation, the shared distribution points serving surrounding premises. The works deadline is 31 January 2027. The evidence deadline is 1 March. A crew can finish a build; the regulator still wants to see the workings.
Orange’s order covers 617 points. Arcep found 583 of them already beyond the reasonable completion period. For 34 more, whose period was still running, it identified a specific risk that the deadline would be missed. XpFibre’s 105 split into 100 older breaches and five newer risk cases. Those findings are different. Calling all 722 established violations would turn Arcep’s precautionary orders into a finding it did not make.
The regulator counted about 39,000 premises without a connectable fibre service behind the Orange points, and about 6,000 behind XpFibre’s, in its 1 May snapshot. These are homes and business premises, not 722 towns. The two figures describe a dated backlog, not a live count at publication. At Orange’s 34 newer points, roughly 3,600 premises were outside the connectable and stated on-demand states; the company had made about 500 connectable over the preceding four months. XpFibre’s five newer points had about 215 in that narrower state and recorded no newly connectable premises in those four months.
Arcep used those local records to judge the risk of leaving the job to the last minute.
Both operators cited obstacles including permissions and refusals. Arcep’s answer is unusually practical: a refusal is a problem to work through and document, not a password that opens an escape hatch. An exceptional barrier may remain, but the operator has to show early effort, alternatives and why the obstruction persisted. The January deadline tests the network. March tests the story told about it.
