ZA Central Registry NPC trading as Registry.Africa

DotConnectAfrica secured a consequential finding that ICANN had mishandled its `.AFRICA` application, but the ruling neither transferred the string nor erased the rival operator’s contract. The result becomes intelligible only when the dispute is followed across the separate institutions that controlled governmental evidence, evaluation, Board action, accountability review, contracting, judicial restraint and the final root-zone change.

DotConnectAfrica’s 2015 Independent Review Process victory established that ICANN’s Board had handled its .AFRICA application inconsistently with ICANN’s Articles and Bylaws. The Board then preserved the undelegated string and returned the application to evaluation. Neither the declaration nor the Board response awarded DCA the right to operate .AFRICA, cancelled ZA Central Registry’s agreement or authorised a delegation request naming DCA. The case turns on where authority changed hands among governments, evaluators, the Board, the review panel, contracting parties, courts and root-zone operators.

For a South African registrar, government supplier or pan-African SME, the choice between a `.za` or `.africa` identity and a cheaper, easier-to-explain `.com` is not really a branding question; it is a one-year renewal bet on whether local and continental trust can do more work than global familiarity after policy, registrar access, disputes and continuity have been paid for.
