Summary

  • The public language of data-centre development compresses several states into one word: power. Requested capacity becomes “secured”; a place in a queue becomes a delivery year; a policy preference becomes an operating advantage. The compression is commercially tempting because customers and investors want a date. Under Britain’s reformed connections process, however, Gate 1 and Gate 2 do not support the same claim.

  • NESO’s current explanation is explicit. A Gate 1 project does not receive a confirmed connection date. It can try to progress through a later application window after demonstrating readiness. A project that meets the Gate 2 requirements can secure a confirmed connection date, connection point and queue position. The gate is therefore evidence about schedulability, not a stylistic label.

An offer is not a calendar

This distinction arrived through a formal reform package. Ofgem approved the TM04+ package in April 2025, including code modifications and the Gate 2 criteria and network-design methodologies. Readiness and strategic alignment replaced the idea that a long queue should operate as a simple first-come line irrespective of whether projects could proceed.

For a data-centre announcement, the practical test is narrow. If the project is at Gate 1, a target opening year may still be an ambition built from construction assumptions. It is not a confirmed grid date. Describing the same year as contracted power would erase the very distinction the gate system was created to make.

Gate 2 is stronger evidence but not the end of the chain. A confirmed date and point do not show that network reinforcements are complete, switchgear has arrived, the site has been energised or the advertised load can be delivered continuously. Gate 2 makes the connection schedulable; later evidence must make capacity physical.
