The fact

Canada opened its Indigenous Priority Window on 8 September, giving eligible First Nations, Inuit and Métis businesses, communities and individuals priority access to available licences in unused portions of the 800MHz Cellular and 1900MHz Personal Communications Services bands.

Applicants must first complete eligibility screening with Innovation, Science and Economic Development Canada. Passing that screening does not reserve spectrum. Approved applicants must then submit a separate licence application through the Spectrum Management System, with available licences allocated on a first-come, first-served basis.

The priority period runs until 8 September 2027, while applications for new eligibility screenings close earlier, on 30 June 2027. ISED has not yet announced when remaining spectrum will become available through the subsequent general-access window.

The assessment

The window puts timing into network planning. Completing screening does not secure spectrum, and first-come allocation begins only when a licence application is filed. Applicants therefore need to identify the service area and frequency that fit the network they intend to build before committing equipment or site plans around a particular band.

A licence would settle only the right to use the spectrum. The project would still need equipment, sites, backhaul, power and operating arrangements, so priority access should not be treated as a funded network build. Delivery partners can prepare those elements with an applicant while keeping the licence award separate from the work required to put coverage into service.

For BTW readers, the strongest evidence will be a licence award tied to a defined service area and deployment plan. That is more useful than the number of organisations that pass screening because it shows which applicants have moved from eligibility towards a network that can actually be built.

What to watch

Watch for the first licences issued through the window and whether recipients identify service areas, sites and deployment schedules. The 30 June 2027 screening deadline is also important for late applicants, while ISED's eventual general-access date will determine when remaining spectrum becomes available more broadly.
