Summary
- The draft combines statutory work, projects carried over from 2026, recurring activity and selected proposals, while acknowledging that workload kept some additional ideas out of the 2027 plan.
- Section 7 lists possible work for 2028 and beyond for information only. It is not a final or approved commitment; comments on the 2027 draft are due by 31 October.
A plan with more than one status
An annual work programme can look like a list of subjects. BEREC's draft for 2027 is more useful when read as a map of status. Its opening sections bring together work required by the European Union's communications framework, projects begun in 2026 that continue into 2027, recurring tasks and additional proposals selected for the year. The document also says that some interesting proposals could not be included because of the workload envisaged.
Those labels describe different relationships to the institution. A statutory task has a legal source. A carry-over has a history and an unfinished sequence. Recurring work is part of the normal cycle. A selected proposal is a choice about what to add. An idea omitted because of capacity has not necessarily been judged unimportant; the draft gives workload as a constraint, not a complete ranking of every proposal's merits.
That distinction matters to anyone planning around regulatory work. A mention in a planning document can be mistaken for a promise of a report, timetable or policy change. Here, the draft offers enough internal signposting to resist that shortcut—provided readers keep the categories intact.
The consultation has a defined decision path
The 2027 cycle began with an outline adopted in January. BEREC then invited early proposals from 27 February to 15 April and held a Stakeholder Forum on 31 March. After considering that input, the Board of Regulators adopted draft BoR (26) 142 at its meetings on 1–2 October. The current consultation runs until 31 October.
Article 21 of Regulation (EU) 2018/1971 assigns the annual programme's adoption to the Board of Regulators. It requires an outline by 31 January of the preceding year and a final programme by 31 December, after consultation with the European Parliament, Council and Commission on their priorities and with other interested parties under the Regulation. The present document is therefore a draft at an intermediate stage, not the final 2027 programme.
BEREC asks contributors to point to specific paragraphs and says English is preferred to make responses easier to process. It intends to publish contributions and a summary, while respecting requests for confidentiality. Late comments will not be taken into account. This is a practical invitation to improve the record before adoption, not a transfer of the Board's formal decision role to the people who submit comments.
The horizon is deliberately less certain
The boundary becomes clearest in Section 7. It collects potential activities for 2028 and later, identifies them as information only and says they are not final. The examples range from cloud and data-market questions to 6G, hybrid networks and eSIM. Their appearance signals topics BEREC may continue to examine; it does not establish that any will become a funded, scheduled or adopted deliverable.
The difference between a 2027 item and a future possibility is operational. Regulators, operators, suppliers and advisers can prepare for work that has entered the draft programme, while treating Section 7 as a watchlist. If a future idea later moves into a programme, the change in status should be visible in the next formal document. Until then, attaching a deadline or expected regulatory outcome to it would outrun the evidence.
For the current cycle, the useful questions are narrow: which paragraphs attract evidence-backed comments, whether the draft's workload boundary changes after consultation, and what the Board adopts by year-end. The consultation page and draft document provide the submission instructions and the underlying text. The governing timetable is in Article 21 of Regulation (EU) 2018/1971.
