That handoff gives substance to a new expansion pitch. In an APNIC Foundation account published on September 8, following a September 3 regional event in Bangkok, the project describes scaling its offline “RedRadio” VHF gateway backup and establishing a Research and Innovation Centre at the university. The proposed centre would provide continuing training, device repairs and hardware support for local volunteers. The radio idea is not new to this week's announcement. A university report dated November 18, 2025 describes five solar-powered sensor nodes in the system then presented. In normal operation, measurements pass through a gateway for risk assessment and alerts through LINE and a web dashboard. During power or Internet disruption, its LoRaWAN backup sends alerts automatically to administrators, who disseminate them to residents by radio. That account describes an architecture; it does not supply independent evidence of warning delivery during a disaster. University report.
The distinction matters when moving beyond the original setting in southern Thailand. A radio gateway can bypass one dependency while retaining another: the person who receives, understands and relays its message. Solar power changes the power arrangement; it does not by itself establish unlimited operating endurance. Neither report establishes current staffing coverage, recipient delays or radio reception across every proposed expansion area.
The September account also identifies work on LoRaWAN propagation through dense vegetation, multi-season data and community simulations. Those items help explain why replication is more than purchasing another set of nodes. Local conditions and human practice remain part of the service being extended.
Maintenance was present in the project's remit before this latest pitch. The Foundation's 2024 grant entry includes building local maintenance and data-analysis capabilities and still labels the project in progress. The new centre therefore deserves attention as a proposed operating commitment, not decorative community engagement. Its promised repairs and training address obligations that an installation count cannot measure. This reading follows Lu Heng's emphasis on operating reality: it neither certifies the system's safety nor dismisses the work because outcome evidence is incomplete.
