Summary
- Certain commercial USPS mailings require an approved update of each name and address within 95 days before mailing. A neatly standardised address can still belong to a customer who has moved.
- The applicable monthly assessment charges eight cents for each change-of-address error above 0.5% of eligible pieces. Charges are aggregated under the electronic-document submitter’s customer identification.
- A mail preparer can receive corrections and an assessment while the advertiser controls the customer database. If the next export revives the old address, the advertiser has bought a repair to a copy.
The smallest bill in a mailing campaign can expose the largest gap in its division of labour. A printer prepares the envelopes, submits the electronic documents and hands over the mail. Later, USPS assesses address errors under the printer’s submission identity. The customer database belongs to the advertiser. So does the permission to change it.
Nothing especially exotic has gone wrong. One company owns the relationship, another operates the mailing file, and the postal service discovers that the relationship has changed address. The correction needs a route back to the record that will produce the next envelope. A purchase order for printing does not build that route by itself.
Move Update puts a modest price on part of this problem. Its eight-cent assessment is easy to dismiss, easy to exaggerate and worth calculating correctly. Once the arithmetic is settled, the purchasing question is sharper: who has been paid to remember what the last mailing taught the business?
A $144 lesson in denominators
USPS publishes a worked example with 120,000 eligible pieces and 2,400 change-of-address errors, an error rate of 2%. The threshold of 0.5% allows 600 pieces before the assessment calculation. Subtract those and 1,800 errors remain chargeable. At eight cents each, the assessment is $144.
That is an official illustration, not an observed customer invoice or an industry average. The Notice 123 price list effective October 4, 2026 independently confirms the current Move Update assessment of $0.08. Crossing the threshold does not add eight cents to every piece in the mailing. The excess errors are the chargeable population.
The monthly population also has boundaries. Under DMM 602, the Address Quality Census process begins in the calendar month after a mailer submits any Full-Service volume, subject to the specified conditions for First-Class Mail and USPS Marketing Mail letters and flats, electronic documentation and unique Intelligent Mail barcodes. Parcels, ordinary retail letters and Periodicals cannot simply be swept into the same calculation.
Nor is every undeliverable piece a Move Update change-of-address error. Publication 685, updated in July 2026, describes an old address used despite a matching change-of-address record whose later date—the move’s effective date or the record’s creation date—is more than 95 days and less than 18 months before the electronic postage statement was finalised. That measurement window has a different reference point from the requirement to update addresses before mailing.
The precision matters commercially. An advertiser might regard $144 as a tolerable administrative cost. Printing, preparation and postage have already consumed other money, and the purpose was to reach particular customers. The assessment does not calculate the return on that expenditure. A specific campaign’s costs, responses and service contract are missing; those records would determine its actual return and who ultimately bears the expense.
A small postal assessment is quite capable of coexisting with a bad mailing decision. It is simply a small postal assessment.
The house exists. The customer has left.
Move Update requires the name and address used for commercial First-Class Mail presorted or automation prices, and for USPS Marketing Mail, to have been updated by an approved method within 95 days before mailing, with specified exceptions such as alternative addressing formats. The rule follows the address being used. A business mailing once a year can process its addresses before that mailing within the required interval. Every dormant record in the customer system does not acquire a quarterly appointment with a cleaning service.
The Guide to Move Update makes an easily missed distinction. CASS standardisation can tidy an address and append ZIP+4. It does not look up the person to establish whether they have moved, and it does not satisfy Move Update on its own. The street can be spelt correctly, the building can be real and the customer can be gone. Software has many ways to make an old mistake look presentable.
NCOALink provides processing before mailing. ACS supplies corrections after mailing. The official overview of methods distinguishes those jobs. Asking for future ACS corrections does not automatically qualify the first commercial use of an old, unprocessed rented list. The addresses need an eligible basis at that first use. The guide describes routes including approved prior processing or an initial First-Class mailing at single-piece prices, with corrections applied before the relevant subsequent commercial use.
An address supplied or confirmed directly by the addressee can provide an initial basis within 95 days. Keep the date and evidence of that contact. A list bought yesterday is not a list confirmed yesterday by its recipients. A customer supplying addresses for gift recipients has not turned those people into direct sources. The import timestamp tells the company when it received the file, not when the people in it were last known to live there.
Another reassuring label needs unpacking. Forwarding Service Requested asks for forwarding without the address correction required for Move Update, so it is not an approved method. Giving today’s envelope another chance and teaching tomorrow’s envelope where to start are separate services.
The invoice follows the paperwork
USPS aggregates assessments under the CRID of the eDoc submitter. A mail preparer can occupy that role for an advertiser. The operational recipient of the assessment may therefore have a production file but no authority to edit the advertiser’s master customer record.
Publication 685 describes payment from a funded permit used during the mailing month and ways to allocate amounts to mail owners. The commercial division of expense depends on the parties’ contract. Submitting the documents does not automatically make the preparer responsible for every decision that produced an old address.
Access to the evidence needs arranging too. Business Customer Gateway permissions and the correct linking of permits matter. Mail-owner notifications have conditions, including use of the owner’s permit for assessment payment. Knowing the printer’s account manager is helpful; being able to inspect the relevant records and act within the review window is a different capability.
Some service choices change the assessment. Qualifying Green & Secure pieces bearing appropriate ACS service codes avoid the Move Update assessment while remaining in the eligible denominator specified by the DMM. Depending on the option and mail class, undeliverable pieces may be recycled or securely destroyed; secure destruction is available for First-Class Mail. Returned address information still needs attention. A clean assessment line does not establish that the intended customer received the offer.
Permitted alternative addressing, such as addressing the current occupant, changes the commercial target as well as the rule’s application. A neighbourhood promotion may want an occupied house. An offer to an existing customer wants that person. Substituting the first for the second can make a cost measure look better while changing what the advertiser bought.
The revealing document is the next mailing export. Suppose the preparer corrected the working file but the advertiser draws again from an unchanged master. The old address returns, refreshed only by a new export date. The business has successfully outsourced preparation and quietly omitted the job of retaining its results.
That is how a one-off file repair becomes a recurring purchase. Each supplier delivery can be impeccable. The customer record remains impressively resistant to learning.
