SETIC-FP drives public finance digitisation

SETIC-FP is the Ministry of Finance’s ICT service, headquartered in Luanda. Its role is to establish technological norms and standards for Angola’s public finance systems. At FILDA 2025, SETIC-FP showcased the Minfin app, a digital tool designed to simplify and modernise government financial services. The team also led thematic sessions on digital transformation, covering cybersecurity, business intelligence, document dematerialisation, generative AI, and building public-sector tech innovation labs. Through these initiatives, SETIC-FP emphasises efficiency, transparency, and citizen-focused innovation across Angola’s finance sector.

SETIC-FP extends impact through Brazil collaboration

SETIC-FP is deepening its operational capability through a cooperation agreement with Brazil’s state-owned Serpro. The two governments are collaborating on software development, technology transfer, shared intellectual capital, and specialised training. SETIC-FP’s director, Edilson Coelho, stressed that the partnership marks a historic milestone for Angola’s public finance technology. Serpro brings decades of experience in delivering large-scale government tech solutions. The agreement aims to boost Angola’s ability to deliver reliable, integrated, and secure financial services to the public.

Angola—like many emerging economies—is striving to modernise its public services through technology, yet systemic challenges persist: limited digital infrastructure, scarce local talent, and resource constraints hamper adoption.
