Summary

  • On 22 October, ICANN elected Tomslin Samme-Nlar to PTI Board Seat 2 and re-elected its CFO, Xavier Calvez, to Seat 4; both terms end at the 2029 annual member meeting.
  • PTI’s bylaws cap NomCom directors at two consecutive terms and place no numerical term limit on non-president ICANN directors.

Two PTI board seats now carry the same 2029 expiry date. The renewal labels are different. In its 22 October approved resolutions, ICANN elected Tomslin Samme-Nlar to Seat 2 after a Nominating Committee selection and re-elected Xavier Calvez, its chief financial officer, to Seat 4 after an ICANN organization recommendation. Anupam Agrawal’s Seat 2 term ended. The resolutions record no other change to the PTI Board.

PTI performs the IANA functions under its arrangements with ICANN. Its bylaws set a five-director board: two NomCom-nominated people outside ICANN and PTI employment, and three ICANN or PTI employees, including PTI’s president. ICANN is the sole member that formally elects every director. The two paths meet at that final step; they arrive with different nomination rules.

The term rule sharpens the contrast. A NomCom director may serve at most two consecutive terms. A non-president ICANN director has no numerical term limit. Both seats elected this week run to the 2029 annual member meeting, but the internal route can offer continuity without the same consecutive-term ceiling. The bylaws also tell ICANN to elect a qualified NomCom nominee absent extraordinary circumstances. That clause gives the outside nomination more weight than a polite suggestion.

ICANN separately re-elected Kim Davies as PTI president. That is a different office from the two expiring board seats. The new composition settles who sits at the table; it announces no IANA service change or new budget amount. What matters next is how the board records its oversight of the work and resources that ICANN itself says support PTI. A 2029 date is easy to print. The route to another term is where the governance design shows its hand.
