The RIPE NCC member directory places the company in Zaprudnya and lists the Russian Federation as its serviced area. The organisation object identifies it as an LIR. An inverse organisation search returns six associated IPv4 ranges, including the ALLOCATED PA block 185.15.116.0–185.15.119.255.

At 08:00 UTC on 5 September, RIPEstat’s covering-prefix view did not mark that exact /22 as announced. Crucially, it listed four related /24s. The individual responses marked 185.15.116.0/24 as announced from AS44985, while 185.15.117.0/24, 185.15.118.0/24 and 185.15.119.0/24 were announced from AS44927.

That pattern is not an outage and does not mean the address space was unreachable. It shows that an aggregate-only check can miss the active more-specific structure. RIPE’s aut-num objects call AS44927 Telecom-MPK and AS44985 EXPOFORUM-AS, linking them to organisations other than ORG-PEL14-RIPE. Those records establish registry references and observed origins, not the contracts behind them.

For diligence, the useful unit is therefore the prefix-control chain. A buyer should ask who may originate each /24, who maintains route and ROA objects, which upstreams accept it, who monitors abuse and reachability, and which agreement governs reassignment or withdrawal. Public sources do not say whether the origins represent customers, affiliates, infrastructure partners or another arrangement.

The wider resource list matters too. Three associated ranges are ALLOCATED PA and three are ASSIGNED PI. Those labels describe registry status; they should not be collapsed into a single claim about transferability, commercial availability or operational ownership. The economic value is not merely the number of addresses. It is the evidence that each prefix can be controlled, supported and recovered under known terms.
