The offer is legible. The cost structure behind it is not.
The company’s official site says it was founded in 2010 to provide broadband access and intracity data channels in Labytnangi. It describes service in Labytnangi, Kharp and the Obskaya area, and says it began connecting subscribers with fibre to the home after a new fibre link reached the city in 2014. These are first-party historical claims. They do not disclose current subscriber numbers, take-up, churn, realised revenue or operating margin.
That distinction matters for a local provider. The monthly fee has to support more than a working link on an ordinary day. It must contribute to upstream capacity, backhaul, customer-premises equipment, power, local access plant, technicians, replacement parts, billing, abuse handling and the time spent restoring faults. Some inputs are bought far from the local market; much of the trust is delivered locally.
The support page makes part of that work visible. It publishes one number for general questions and another for technical support. Its troubleshooting sequence asks customers to check optical-terminal indicators, the cable to the router, Wi-Fi conditions and account balance before restarting equipment and opening a request. The same page describes tariff changes, account freezes, a five-day promised payment and rental of a static IPv4 address for RUB 100 a month.
These published details are useful because they describe a customer-facing support interface rather than merely marketing reach. They also reveal the economic balancing act. An account freeze or promised payment can reduce abrupt disconnection and preserve a customer relationship, but it shifts timing and administrative work onto the provider. A published support number is evidence of a stated contact surface, not evidence that the channel is staffed at a particular level or meets any restoration time.

At 08:00 UTC on 5 September 2026, RIPEstat reported two announced IPv4 prefixes covering 1,280 addresses, visibility through 327 of 327 IPv4 RIS peers, no announced IPv6 prefixes and one observed neighbour. That is a dated view from RIPE’s collectors. It is not a universal reachability test, an outage history, a latency measurement or proof of route diversity.
Taken together, the sources support a precise conclusion. Proftelecom-Service publishes a customer-support surface, and RIPEstat observed an announced IPv4 routing footprint at the stated time. Public evidence does not establish live customer service or whether the tariff base funds enough capacity, technicians, spares or physical-path diversity to restore service under stress. Nor does the absence of IPv6 announcements in this observation prove that customers lack IPv6.
For a household, the practical test is to ask neighbours about recent faults, confirm the support channel and understand equipment responsibilities. For a business or public-service buyer, the test should be contractual: named endpoint ranges and origin ASN, capacity and contention terms, physical path and power dependencies, escalation times, restoration ownership, service credits, monitoring access and an exit arrangement. Low price and route visibility are inputs to that assessment, not substitutes for it.
