A registry allocation object looks concrete. It has an organisation link, a range and a date. That concreteness can invite a larger conclusion: the block must describe the network through which the linked company’s services are delivered. Professional Programming Company Ltd., or PPC, shows why that conclusion is unsafe.

PPC’s about page says the company was founded in 2009 and operates across networking and IT, automation, renewable energy, internet services, display technologies and business solutions. Its internet-services page calls PPC a licensed ISP and describes managed services, cloud services and connectivity solutions. The listed access technologies include optical fibre, building-wide wireless, DIA/DDA, ADSL, VSAT, microwave and LTE, provided through partnerships with telecommunications and hardware companies.

Those are first-party descriptions of commercial capability. They do not identify the licence class, current endpoints, announcing networks or each partner’s operational role. The page itself signals that delivery may be distributed: cloud services can combine on-premises systems with Amazon Web Services, Microsoft Azure or PPC Cloud, while connectivity solutions can depend on major telecommunications partners.

The registry layer provides a different fact set. RIPE NCC’s member record lists Professional Programming Company Ltd. as a Saudi member. The organisation object records ORG-PPCL1-RIPE as a Saudi LIR with registration number 4030183955. It was created in March 2017 and last modified in May 2026.

RIPE also links 185.195.32.0–185.195.35.255—a /22—to that organisation record with ALLOCATED PA status. This proves only that the registry object contains that link. It does not prove legal ownership, operational control, a current origin, or that a named product traverses the block.

The dated observation sharpens that distinction. RIPEstat’s routing-status response for 08:00 UTC on 5 September 2026 returned no origin, no first- or last-seen timestamp and visibility at zero of 327 IPv4 RIS peers. That is meaningful evidence about the block in the collectors used by RIPEstat at that time.

It is not evidence that the company had ceased operating, lost a licence, or could not deliver any service. PPC may use other prefixes, partner networks, cloud-hosted endpoints, private addressing or a block held for later use. The public sources reviewed here do not establish which explanation applies. Absence from this routing view is a bounded observation, not a universal availability test.

For procurement, the useful question is therefore not “What organisation does the registry link to this block?” but “Which chain delivers this service now?” A buyer should request the contracting entity, service endpoint ranges, origin ASNs, upstream or access partners, cloud regions, monitoring boundary, escalation contact, restoration owner and any dependency that sits outside PPC’s direct control. A live route check and an address-specific test should accompany the paperwork.

This matters because PPC’s infrastructure page describes work spanning data centres, routing and switching, converged infrastructure and telecommunications backbones. A broad integrator can create value by coordinating many layers. The same breadth makes responsibility mapping essential: installation, access, cloud operation, monitoring and incident repair may not be controlled by the same party.
