Summary
- European Member States propose adding default settings, complex digital interfaces and information overload to ITU Resolution 196's account of how people choose telecom services.
- The draft would steer ITU-D toward behavioural evidence, digital literacy and clearer information design while leaving domestic rules to national authorities.
The monthly price may fit in giant type. The condition that changes the choice usually has less room. Europe has put that everyday asymmetry into an ITU proposal to revise Resolution 196, listed by the Union as addendum 37 to contribution 75. It names information overload, contractual complexity, digital interfaces and default settings as obstacles to informed decisions. In this account, a consumer problem can begin before anyone reaches a complaint form.
The resolution adopted in 2022 already asked for transparent, current information on service features, quality, security, tariffs and roaming. It gave ITU's Development Sector the lead and kept the Standardization Sector involved. The proposed revision asks a sharper question: can people actually use the information placed in front of them? A price list can be accurate and still be defeated by a screen whose default does the choosing.
Europe's text would have ITU maintain practices covering behavioural insights, digital literacy and consumer-oriented information design. It asks the Development Bureau Director to circulate research and experience about how consumers understand offers and to press for clear, accessible and timely explanations. Member States would be invited to supply examples, improve decision tools and encourage comprehensible terms, including for international roaming.
The governance route matters. A conference resolution sets a work programme for ITU-D and ITU-T; a regulator in each country decides what providers must actually do. In November, delegates at PP-26 can decide whether the proposed language becomes part of the Union's resolution. The draft's most useful line may be its simplest one: information works only when a person can make a choice with it.
