Summary
- Arab States propose common ITU event-hosting requirements scaled to the kind of meeting, with local equipment used when it costs less than shipping ITU gear and meets technical requirements.
- The draft invites local, remote and appropriate AI-assisted interpretation, digital registration and lighter paper use, while keeping quality, accessibility and equal treatment of six official languages.
An international conference can arrive with delegates, interpreters, cameras, badge printers and enough equipment cases to suggest the meeting room came along for the flight. Arab States are asking the ITU to count which parts truly need a boarding pass.
Their 19 October addendum to contribution 91 proposes a resolution for November's Plenipotentiary Conference. It would establish common host requirements but scale them to the event: a treaty-making conference and a workshop need different operations. Secretaries and the three bureau directors would seek cheaper logistics and use qualified local equipment when it is more economical than transporting ITU-owned gear, provided the local option meets interoperability, security and reliability requirements. Registration, credentials, documents and signage could move further onto digital systems.
Interpretation is the harder line item. The draft names qualified local interpreters, remote interpretation and, where suitable, AI-assisted interpretation as ways to reduce travel and accommodation. It also says the savings must preserve interpretation quality, accessibility and equal treatment of all six official languages. The ITU's 2022 Resolution 154 already commits the Union to six-language parity and asks it to monitor interpretation quality and cost. Any cheaper arrangement has to survive that existing rule.
The institution has reason to revisit the bill now. The 2026 Council account says a host-country selection framework is being implemented while PP-26 discussions may refine it and reduce conference costs. It also records work on meeting arrangements during the headquarters construction period. The new proposal calls for annual reports to the Council, which would review the host requirements and burden on host countries. The official document 91 record places this addendum before the November conference. The draft states no savings figure; its test will be a costed choice between shipping, buying local and connecting remotely, with the language and access service still intact.
