Summary
- A new revision of an individual IETF inclusion draft replaces the long-dissolved IAOC with the IETF Administration LLC, drops a fixed budget percentage and resets a calendar that had already expired.
- Its two tracks give universities and regional technical communities the work of finding future contributors, while the IETF examines entry barriers and an exploratory meeting in Africa through an existing venue-policy route.
The previous draft had a peculiar hiring problem: it gave a 2027 meeting-budget task to the IAOC, a committee that had already left the building. Its Q2 and Q3 2026 instructions survived on the page after those quarters passed. A calendar can look decisive while its owner is a ghost.
Karim Attoumani Mohamed’s revision -06 removes the ghost. It names the IETF Administration LLC, replaces the fixed five-percent instruction with consideration of a dedicated budget line, and trades the expired dates for phases measured from future action. The change appendix says so explicitly. RFC 8711 supplies the institutional wiring: the LLC handles administrative and financial support. A proposal can now reach the office with the cheque book.
The stronger change is in the route, not the stationery. The author gives the work two tracks. Outside the IETF, universities, local technical communities and regional institutions explain the standards process and bring students, engineers and academics toward it. Inside the IETF, chairs and organisers can improve mentoring, multilingual onboarding and remote participation. Those are different decisions, made by different people. A conference invitation works better when someone can find the venue and someone else has built an audience able to stay after the badges are collected.
The draft asks the LLC to assess an exploratory African meeting: candidate cities, visas, safety, connectivity and cost. It points to the existing meeting-policy machinery, especially RFC 9712, which updated the exploratory process. The proposed sequence runs from consultations and baselines through workshops and a feasibility assessment, then to an evaluation and possible scheduling if the assessment is positive. A meeting is a decision at the end of that chain, not a date conjured by a paragraph.
The Datatracker record lists -06 as an individual Internet-Draft. Its fresh text provides a sharper test for the people with authority: show the baseline, name the institution doing each job, publish the venue assessment and record the decision. The old chair is finally in storage. The empty conference table still needs a booking receipt.
