Passing the Administrative Check means the filing cleared an early procedural gate. It is not substantive approval or a successful evaluation.
Analysis
Governance records should label this event precisely: administrative check completed, fee receipt verified, and identical-string grouping prepared where applicable. A status dashboard should not translate that event into “approved” or “evaluation passed.” The safest control is a stage ledger that keeps procedural passage separate from later evaluation, contention resolution, contracting and delegation. This ledger is BTW guidance, not an ICANN-required artifact.
