Summary

One /24, two country answers. RIPE NCC's 3 November inter-RIR transfer row sends 216.162.192.0/24 from ARIN to IP Solus Inc and stamps the receiving organisation SC, Seychelles. Its live exact-range RDAP card has the same 256 addresses, the same recipient through ORG-ISI18-RIPE, and country: NL. The organisation card gives IP Solus a Victoria, Seychelles address. The network card was registered at 15:52:30 UTC on 3 November; its SC-IPSOLUS-19990811 name also preserves a much older date string. The transfer was processed on 3 November, not in 1999.

The companion entry provides a control. 173.214.112.0/20, 4,096 addresses, goes from ARIN to DODO K.K. with JP in RIPE's transfer table. The exact /20 RDAP object also says JP, was registered at 14:32:12 UTC and names DODO's organisation record. Across the two nonoverlapping entries, 4,352 addresses entered the receiving ledger. One country pair matches; the other does not.

RIPE's own glossary supplies the key. To Country Code means the country where the receiving organisation was legally registered when the transfer was processed. inetnum.country is a field on a network resource object. A spreadsheet grouped by the transfer field books the smaller block to Seychelles; a join against the exact inetnum object's country books it to the Netherlands. Both are literal readings of RIPE's records, answering different questions. The RIPE Database FAQ warns that an inetnum country value is not a fully reliable IP-to-country conversion. The public object gives NL; it does not supply a verified location of traffic or customers.
