Summary
- The AUD 464,099 gap between the 2025 carrying amount and announced 2026 sale price is not, by itself, a realized loss.
- The proper test includes workplace benefit, rent avoided, ownership costs, net sale proceeds, deposit yield and the replacement lease.
Analysis
CBRE says Micah Projects acquired APNIC’s former office at 6 Cordelia Street for AUD 9,500,854. APNIC’s report for the year ended 31 December 2025 gives the land and building a net carrying amount of AUD 9,964,953. The difference is AUD 464,099, or about 4.66%. It is a useful starting calculation, not an investment verdict.
The figures refer to different dates and measures. The year-end carrying amount uses an independent specialist valuation dated December 2024 and includes building depreciation. CBRE’s September 2026 announcement gives a transaction price and vacant-possession sale, but not APNIC’s net proceeds after costs. A book value is not a promise of a later market price, and a broker’s headline is not a settlement statement.
The building was an operating asset, not a passive holding. APNIC’s 2010 Annual Report says it bought the premises in December 2009, settled in May 2010 and moved its office and infrastructure there that December. It described the purchase as investing part of its cash reserve to minimize future operating costs and diversify the investment portfolio. For nearly seventeen years the property supplied workspace; the return includes that service, not only the exit price.
Ownership avoided some rent, but tied up capital and left APNIC with maintenance, insurance, rates, repairs, refurbishment and capital expenditure. A proper comparison adds net sale proceeds and later investment income, then subtracts transaction costs, moving and fit-out expenses, and rent under the new lease. The public price-to-book spread contains none of this lifecycle accounting.
The Executive Council made the sale conditional on a model. Resolution 2024-39 authorized disposal on terms consistent with APNIC’s financial modelling and commercially reasonable with management and finance advice. In May 2025 the offer campaign was still open, formal sale documents were not yet made, and the proposed lease was only at an in-principle stage. The minutes said the office could be retained if offers fell below the model threshold. A possible subsidiary and temporary leaseback were conditional; approval is not evidence they were used.
In September 2025 the Council reaffirmed the sale and accommodation steps against an updated model. Its forecast assumed a 2026 disposal, a long-term lease in 2027 and temporary placement of proceeds in an interest-bearing term deposit. The budget material said disposal and lease timing and costs were unknown and excluded from the 2026 budget. The AUD 551,244 office-operations line is not post-sale rent.
The transaction changes the reserve’s shape: a building that delivered workspace becomes cash or deposits, while office access becomes a contractual cost. That can improve liquidity and remove repair exposure. It can also replace ownership costs with rising rent and landlord dependence. The sale price alone cannot tell which effect dominates.
The narrow conclusion is that the announced price is below the prior year-end carrying amount. That difference calls for reconciliation, not an allegation of loss or poor stewardship. The EC Chair’s October 2026 update says members received information about the sale, investment portfolio and reserve strategy. To measure realized return, the public record needs net proceeds, sale expenses, occupancy savings, repairs and capital works, deposit income, and the signed lease’s rent and escalation. Until those are joined, the full-cycle result remains unmeasured.
