    Jordi Palet's two January 2022 interventions seek a sound basis for decisions: a broader Policy SIG discussion where views remain divided, and Secretariat input on unresolved questions about historical resources. These are compatible procedural positions. One intervention per proposal does not establish a history of substantive support, opposition or reversal.
