Summary
- AFRINIC’s 2 March notice names six Bylaws Review Committee members, one for each listed African sub-region, and identifies the chair and a three-person secretariat.
- The linked terms require records of community input, progress reports and final outputs, but the frozen sources do not state when those reports are due.
Analysis
AFRINIC published the committee appointment notice on 2 March 2026. It says the Board, acting with the consent of the Receiver, resolved to constitute the Bylaws Review Committee after reviewing volunteer applications.
The notice lists Khaled Khelifi for Northern Africa, Oluwaseun Ojedeji for Western Africa, Andrew Alston for the Indian Ocean, Landry Mexent Lingombe for Central Africa, Mike Silber for Southern Africa and Simon Balthazar for Eastern Africa. It also says Mike Silber was appointed chairperson. B. Radhakissoon, Kishna Dhondee and Guylaine Laiyra are named as the secretariat supporting the committee.
That public record makes the regional composition and formal support structure visible. It does not show how many applications were received, the individual assessments behind the appointments, the term of each appointment or the date of the committee’s first meeting. Those are unknowns on the frozen pages, not evidence that a selection record or meeting did not exist.
The linked terms of reference describe the committee as advisory rather than decision-making. Its recommendations are nonbinding. Its scope includes collecting and analysing community input, reporting how each submission was handled, advising on areas requiring reform and preparing a final report on amendments agreed through consultation.
The same terms say that progress reports and final outputs must be submitted to the Board and communicated to members in a prescribed format. The appointment notice says further updates will be shared “in due course”. Neither frozen source gives dated deadlines for those progress reports or the final report, and neither displays the prescribed format.
That absence should be read narrowly. It does not prove that the committee missed a deadline, that the Board withheld a calendar or that no internal schedule exists. It means only that a reader cannot determine from these two pages when the next reporting milestone is due.
A compact public milestone register would close that gap. For each expected output, it could identify the owner, target date, current status, publication link and any revised date with an explanation. A separate reporting template could show how community submissions will be logged, grouped and answered without exposing personal information.
