What changed
Graham Beneke’s proposal sought an affordable route to IPv6 provider-independent space for nonprofit community networks. It offered a /48 to eligible organisations that were neither existing LIRs nor holders of globally unique IPv4 assignments, without requiring global announcement. Further resources would require subnet utilisation reaching an HD-Ratio of 0.94 and justification. These were proposed conditions, not rights shown to have taken effect.
