Gilat Satellite Networks said its Peruvian subsidiary has signed a $14 million agreement with the Regional Government of Ayacucho to execute a fibre-optic broadband project in southern Ayacucho under Peru's Works for Taxes programme. Delivery is expected within 18 months.
The project will deploy more than 1,060km of fibre and connect 273 public institutions, including 236 schools, and 37 healthcare facilities, across 109 localities serving about 20,000 residents. The scope also includes network monitoring and management systems, local-area-network installations, end-user equipment and training intended to support adoption and operation of the infrastructure. Gilat's announcement did not specify a route map, institution-level construction milestones, bandwidth for each site or the operating arrangement after the delivery period.
The assessment
The important part of the contract is where Gilat's work goes beyond laying fibre. The scope extends into the institutions themselves, with network management systems, local-area networks, end-user equipment and training. A completed fibre route therefore does not mean a school or health facility is ready to use the service.
Over the 18-month programme, Gilat has to move two parts of the build together: constructing the 1,060km-plus network and completing the equipment and internal-network work at 273 sites. The announcement does not provide site-by-site milestones, so kilometres of fibre alone will not show how much of the project is actually ready for use.
For BTW readers, 1,060km describes the construction scale; the more useful delivery measure is how many schools and health facilities are connected and equipped. If route construction advances faster than the work inside those institutions, fibre can reach a locality before the school or health facility is ready to use it.
What to Watch
Watch the number of fibre kilometres completed and the number of schools and healthcare facilities connected and equipped. Progress on local-area networks, end-user devices and network-management systems will show whether site-level delivery is keeping pace with route construction. The 18-month deadline is the clearest schedule test; later disclosure on service activation and handover would clarify when institutions can begin using the network.
