The buyer is paying for response, not a line item called speed

A small shop in Fethiye, a home worker in Golhisar, or a family in a neighbourhood where the national access path is inconvenient is not really buying a number printed beside a package name. The payer is buying continuity. A card terminal needs to clear transactions, a school lesson needs to stay connected, a remote desktop needs to survive the evening peak, and a complaint needs a human answer when the modem light turns red. The incentive is simple: the customer pays a monthly fee because the cost of being disconnected feels larger than the bill.

That incentive is also where Finet's economics become uncomfortable. Local accountability is expensive. It requires staff who can answer calls, branch or dealer partners who can handle applications, technicians who can diagnose premises problems, stock of modems and wireless receivers, billing systems that do not strand paid customers, upstream capacity that does not collapse at peak hour and enough authority over the access path to fix faults quickly. A national operator can spread those costs across millions of accounts. A smaller regional ISP has to earn them back from a much thinner local base.

Finet's public proposition is built around reducing the customer's commitment risk. Its tariff pages sell unlimited, no-commitment ADSL, VDSL, fiber and Wi-Fi access. Its support pages point customers toward application forms, online account access, moving service, line freezing, tariff changes and online payments. Its switching page says the company can handle migration from another provider after the customer applies and completes the paperwork. That is the language of a challenger trying to make entry easy.

Entry, however, is not retention. A contract-free plan can persuade a customer to try the service, but it gives the same customer permission to leave after a bad month. Prepaid or short-commitment cash collection can reduce bad debt, yet it raises the importance of every support interaction because renewal is continuously at risk. The profitable customer is not the person who signs once. It is the customer who renews long enough for the operator to recover installation, equipment, branch commission, backhaul, support and overhead.

That is why Finet should be judged by the price of accountability, not the appeal of a low monthly number. If a customer pays for a cheap unlimited line and then receives slow fault handling, the company has merely bought churn. If a customer pays a fair price and Finet resolves issues faster than an impersonal substitute, the company can turn local labour into retention. The difference is not branding. It is whether the recurring fee is high enough to pay for the work customers remember when the connection fails.

A real ISP boundary, but not a national-carrier proof

The company identity is clear enough for analysis. FI TELEKOMUNIKASYON VE BILISIM SISTEMLERI SAN. TIC. LTD. STI appears publicly through the Finet brand. The company website places Finet in Turkey's internet-service market, says the business was founded in 2014 and describes services for homes and workplaces through ADSL, VDSL, fiber and Wi-Fi. ETBIS, Turkey's electronic-commerce information system, identifies the operator of the Finet website as a limited company in telecommunications and records a KEP address and registration date.

Finet's own contact and tariff pages present a customer-service phone number and a Golhisar/Burdur base.

The operating boundary is wider in commercial presentation than in hard infrastructure evidence. Finet says it serves many provinces and has ambitions beyond one locality. Its dealer and branch page lists a Golhisar center and a spread of locations including Fethiye, Merzifon, Arsuz or Iskenderun, Bafra, Vezirkopru, Zile, Giresun, Adiyaman Golbasi, Kas, Karacasu and Saraykoy. A chamber listing corroborates a Golbasi branch in Adiyaman. A local news report from 2020 described MikroTik training for Finet officials from several of those locations. These are meaningful signals of a branch/dealer operating model.

They are not proof that Finet owns a national access network. The company's retail pages include VDSL and fiber address checks, other-provider switching and tariff eligibility tied to infrastructure availability. BTK's market explanation is important here: in DSL, ISPs use the Turk Telekom local loop and buy wholesale-level services, while retail ISP prices are not themselves approved by the regulator. That means a Turkish ISP can sell service nationally or across many provinces without owning every physical line to the premise.

A customer may experience Finet as the retail provider even when the economic and operational stack includes wholesale access, incumbent processes, partner infrastructure, branch labour and customer equipment.

That separation matters because control determines margin. If Finet controls the last-mile technology, the radio site, the customer antenna, the route path and the support queue, it can improve service and capture more of the value. If it relies on a wholesale input for the local loop or on a third-party process for a fault, it may own the customer relationship but not the entire repair path. The public evidence supports Finet as an operating retail ISP with a local footprint and number resources. It does not support a stronger claim that the company has national carrier-like control across all advertised service areas.

The right economic boundary is therefore modest: Finet is best read as a regional and multi-branch access provider that combines retail service, address-dependent fixed access, fixed wireless in selected areas, local support and a small public autonomous-system footprint. That boundary is enough to matter. It is not enough to assume scale economies.

The tariff design makes churn the first cost of capital

No-commitment broadband is attractive because it removes a customer's fear of being trapped. For Finet, it also moves the business closer to a rolling monthly referendum. The tariff pages repeatedly emphasize unlimited use, tax-included fees, live support and no commitment. That helps sell to customers who dislike long contracts or who have already been disappointed by another provider. But it also means Finet must repay customer-acquisition and installation costs quickly.

The public tariff terms show why. ADSL, VDSL and fiber pages refer to activation and home-installation fees. Fiber terms refer to modem delivery during installation and a return obligation when service ends. Wi-Fi terms say the service is only in certain areas and requires a compatible wireless receiver antenna that customers can obtain through branches. Each of those items is a capital or working-capital claim on the business. Someone has to buy, store, deliver, configure, track and recover the equipment. Someone has to visit the premise or guide the customer.

Someone has to resolve the first bill, the first speed complaint and the first move request.

The no-commitment proposition is economically safe only if the average customer stays well beyond the payback point. A customer who leaves after a few months may have consumed a disproportionate amount of sales and installation labour. A customer who stays for years may turn the same installation into a profitable annuity. The public record does not disclose churn, customer lifetime, acquisition cost or technician hours per installation. Those are the numbers that would decide whether Finet's pricing is disciplined or merely attractive.

There is also a mismatch between what customers think they are buying and what the tariff pages say they are allowed to do. The listed retail tariffs state that the service is for individual use and cannot be used for commercial purposes. Yet the economic importance of connectivity is often clearest in small-business or work-from-home situations. A cafe, shop, tradesperson, remote worker or small office may experience an outage as economic harm even if the plan is framed as consumer access. Finet therefore needs clear product separation.

If it serves business customers, it should price business-grade response, router handling, static addressing, failover and service commitment separately rather than letting commercial expectations leak into consumer tariffs.

The temptation for a local ISP is to sell trust cheaply. That works in the first month and becomes dangerous in the sixth. Customers compare visible price and visible speed before they buy; they compare repair, billing and support after they buy. If Finet charges too little, it has to ration the very work that makes the relationship sticky. If it charges enough, it has a chance to make local accountability its advantage.

Fixed wireless is not cheap just because there is no trench

The Wi-Fi tariff page is one of the most economically revealing parts of Finet's public offer. It presents fixed-wireless-style access at lower speeds than the fiber and VDSL offers, says the service is available only in certain regions and notes that a compatible wireless receiver antenna is required. That is not just a product detail. It is a cost map.

Fixed wireless can be a rational way for a regional ISP to reach premises where copper, VDSL ports or fiber economics are weak. It can avoid trenching, accelerate installation and create a local service niche in neighborhoods that are underserved by fixed infrastructure. It can also be a trap if the operator prices it like a simple monthly access line. Wireless access shifts the economics from civil works to radio planning, customer-premises antennas, line-of-sight checks, rooftops, mast access, power, backhaul, interference, weather exposure and repeat visits when customers move equipment or add obstructions.

The field labour can be more important than the radio. If an antenna is misaligned, a connector degrades, a tree grows into the path, a site loses power or backhaul saturates at peak hour, the customer does not distinguish between radio physics and poor service. The customer pays Finet. That makes support cost part of the product, not an after-sales nuisance. The public complaint pages are not representative statistics, but they show the exact failure modes that matter for fixed access: repeated outages, inability to reach support, payment disputes and frustration after infrastructure changes.

Those complaints should not be over-read, yet they are a useful warning that the local support promise is the margin engine.

Fixed wireless also changes customer selection. It may attract customers who have no good alternative, which improves willingness to pay. It may also attract customers with the hardest service economics: scattered locations, weak line-of-sight, limited backhaul and high sensitivity to weather or power interruptions. A disciplined operator prices that difference. It charges enough for the installation, the antenna, the visit and the recurring capacity. An undisciplined operator treats a wireless customer like a cheap incremental account and discovers later that the support queue has absorbed the profit.

Finet's branch/dealer structure could be an advantage here. Local presence can lower truck-roll distance, improve word-of-mouth acquisition and make antenna work more practical. But branches are not free. They create coordination, training, inventory, commission and quality-control costs. Fixed wireless is a local-service business disguised as an internet tariff. Finet's success depends on whether its monthly fee recognises that fact.

Fiber and VDSL expose the wholesale margin question

Fiber and VDSL look cleaner to the customer than fixed wireless. The access line is physical, the advertised speed is higher, and the product language feels closer to the national broadband market. Economically, however, these services expose Finet to wholesale and incumbent infrastructure dynamics. BTK's public explanation states that DSL connections use Turk Telekom's local loop and that ISPs purchase wholesale-level services from Turk Telekom, while wholesale tariffs are subject to BTK approval. That general rule does not disclose Finet's own contracts, but it frames the margin stack.

When a retail ISP sells over someone else's access infrastructure, gross margin is bounded by wholesale cost, activation cost, customer care and retail price. The operator can differentiate through support, packaging, local sales and billing, but it cannot fully escape the economics of the underlying access input. If wholesale costs rise, if port availability is poor, if fault resolution depends on another party, or if customers expect national-brand speeds at discount prices, the retailer's contribution margin narrows.

The Turk Telekom wholesale portal and reference-offer context show that wholesale terms are an active, formal part of the Turkish telecom market. For a smaller ISP, that matters because input-cost predictability determines pricing discipline. A no-commitment retail plan may be flexible on the customer side, but upstream and wholesale costs are less forgiving. If costs move faster than retail willingness to pay, the operator must either raise prices, accept lower margin or reduce service intensity. None of those options is painless.

Finet's public tariffs also show how installation economics are handled at the front end. The tariff pages refer to activation and installation fees, with different treatment depending on technology and whether home installation is requested. These fees are not incidental. They are how the company tries to avoid burying all setup cost inside the monthly subscription. The strategic question is whether the fees are high enough to cover failed appointments, difficult premises, customer education, modem handling and early churn.

Fiber also changes competitive comparison. Larger operators advertise much higher speeds, bundling and subsidized installation in some markets. Turk Telekom's investor page, citing Q1 2026 market data, places Turkey at 21.2 million fixed broadband subscribers, including 10.3 million FTTH/FTTB subscribers and 8.3 million xDSL subscribers. The market is moving toward fiber, and large operators have far more physical plant. Finet's role is not to outspend them. It is to be useful in pockets where local attention, price flexibility, no commitment or availability gives it a defensible customer reason.

If Finet is simply reselling a comparable line with thinner scale, its economics are exposed. If it wraps that line in faster local response and disciplined support, it can earn a place. The difference is whether the customer believes the provider can solve the problem when the wholesale stack becomes invisible and the connection becomes personal.

The routed network is real, small and easy to overinterpret

AS213157 is important evidence because it shows Finet has a public control-plane footprint. RIPE RDAP identifies the autonomous system as FINET, active, registered in May 2020 and last changed in June 2026, with ORG-FTVB2-RIPE as the registrant. The RIPE organisation record identifies the company name and Golhisar/Burdur contact context. Public BGP and registry tools associate the ASN with two IPv4 /24 prefixes in the checked period, and route-origin validation returned valid status for both visible IPv4 prefixes.

That is a meaningful baseline. An operator that runs an ASN, maintains RPKI validity and appears consistently in public routing views is doing work that ordinary resellers do not necessarily do. It has to maintain registry records, route objects, abuse contact handling, upstream sessions and enough network operations discipline to avoid obvious mistakes. Customers rarely know any of this exists. They experience it as the absence of avoidable routing failures.

The footprint is also small. Hurricane Electric, bgp.tools, IPinfo and IP2Location point to roughly 512 visible IPv4 addresses, two IPv4 prefixes and no visible IPv6 origination in the BGP views checked. APNIC Labs estimated AS213157 at about 2,498 users on 16 July 2026, ranking it far below Turkey's large access networks. That estimate is not a subscriber count and can be distorted by NAT, sampling and traffic mix. Still, it supports the basic conclusion that Finet's public network footprint is modest.

The prefix evidence needs extra care. RIPE RDAP directly associates 91.218.21.0/24 with the Finet organisation. The other visible IPv4 prefix, 185.254.92.0/24, has different RDAP assignment metadata, while BGP and RPKI evidence show it validly originated by AS213157. That can happen for legitimate commercial or operational reasons, but the public evidence is not enough to call it Finet-owned address space. The cautious claim is that Finet originates it validly in public routing views; the stronger claim of ownership is not supported by the examined registry metadata.

The IPv6 position is another watchpoint. RIPE organisation data shows an IPv6 /29 allocation, and one third-party ASN page reflects a large IPv6 allocation-size field. But RIPEstat prefix overview and the BGP tools checked did not show visible public IPv6 origination. That is not an immediate business failure. Many smaller access providers have delayed IPv6 because customer demand is weak and IPv4 sharing still works. But it is a maturity issue. A provider that wants to be trusted for future connectivity should eventually show an IPv6 operational path.

The network evidence therefore supports credibility, not scale. Finet is visible. It is not invisible. But the ASN cannot carry the whole strategy. An ASN does not prove repair quality, customer loyalty, route diversity, billing competence or profit. It proves that the company has a small but real public network surface that must be monetized through retail service.

Upstream dependence sets the ceiling on reliability

For an access ISP, upstream dependence is not a technical footnote. It is the ceiling on the reliability promise. Public routing views around AS213157 show observed neighbour or peer context including Superonline and Veganet, while registry policy snippets and other tools may show additional names depending on time and method. The right conclusion is not that Finet lacks diversity, nor that it has robust diversity. The right conclusion is that the public evidence does not reveal enough to judge physical, commercial or operational independence.

Two upstream names in a public view can mean several things. They may be paid transit suppliers, regional carriers, backup paths, route collectors' observed neighbours or policy artefacts. They may share physical corridors. They may terminate in different facilities. They may not both carry meaningful traffic under stress. Public BGP does not answer those questions. A customer buying reliability needs the answers, but the public record does not provide them.

This uncertainty matters because local ISPs are often judged after outages, not during normal browsing. A single upstream failure, congested handoff, misconfigured route filter, power issue or partner fault can make a local support promise collapse. If Finet has genuine physical and commercial diversity, it can absorb more faults and justify a higher trust premium. If it has one effective path and a nominal backup, the tariff should not pretend otherwise.

The absence of a public PeeringDB network record for AS213157 is a useful clue but not a verdict. Many smaller networks do not maintain PeeringDB pages, especially if they do little public peering or rely on transit. A missing record does not prove no private interconnection or no facility presence. It does mean the company does not present a public self-declared interconnection profile in that common industry database. For a provider whose customer value depends mainly on local access and support, that may be acceptable. For a provider claiming sophisticated network control, it would be weaker.

The more important commercial issue is bargaining power. Larger access networks can negotiate capacity, diversify routes, join exchanges and amortize network staff across huge bases. A smaller ISP has less leverage and fewer technical specialists. That does not make it unviable. It means pricing must fund redundancy deliberately. A cheap monthly plan cannot secretly contain carrier diversity, 24-hour engineering, spare routers, backup power and field response unless those costs are recovered somewhere else.

Finet's upstream story is therefore a judgment reserve. The visible network works enough to be seen. The evidence does not show whether it works enough under stress. That question should shape every pricing decision.

Local support can be a moat only if it is measured

Finet's local footprint is the most attractive part of the case. The branch and dealer list, local chamber listing and historical training article suggest an operator trying to serve dispersed Turkish localities through people and partners, not only through a national website. That can be a real advantage. In broadband, the customer's memory is local: who answered, who came, who knew the street, who understood the building, who fixed the antenna, who explained the outage.

But local support is a moat only when it is measured and priced. Otherwise it becomes a cost sink. A branch that can sell and install customers quickly is valuable. A branch that receives complaints without enough authority or spare equipment becomes a frustration amplifier. Dealer networks can extend reach, but they also create variation in technical skill, documentation, customer expectation and fault escalation. Training helps, but it has to be continuous because access technology, customer equipment, security obligations and billing systems keep changing.

The support page offers useful clues. Finet describes moving service, line freezing, monthly tariff changes and paperwork. Those are normal customer processes, but each one consumes administrative time. Moving a connection can be especially expensive because it may require address checks, new infrastructure availability, customer identity documents, possible installation and a first-period support burden. A line-freezing option can preserve a customer relationship but reduces cash generation during the freeze. Monthly tariff changes can reduce churn but complicate provisioning, billing and expectation management.

The consumer complaints found publicly should be treated cautiously because complaint platforms select for dissatisfaction. Still, they reveal the support failure modes Finet must manage: outages, slow or unreachable customer service, payment recognition problems, repeated speed issues, frustration after switching infrastructure and a gap between fee paid and service received. These are not exotic failures. They are the everyday risks of local access provision. If a company prices only the access line and not the support workload, those risks consume margin.

The most useful internal measure for Finet would not be simply subscriber growth. It would be contribution after support: monthly revenue less wholesale/access cost, upstream allocation, equipment amortisation, payment processing, branch/dealer cost, field visits and customer-service contacts. A customer who pays on time but calls ten times may be less profitable than a lower-speed customer who never needs help. A neighbourhood with dense, stable accounts can subsidize expansion. A scattered base with repeated truck rolls can make revenue growth look good while cash generation worsens.

The public evidence suggests that local support is central to Finet's identity. It does not prove that the support economics are under control. That is the key unknown.

Customer concentration hides inside geography

The public record does not disclose Finet's customer count, revenue distribution, ARPU, churn or branch-level density. That absence matters because local ISPs can look diversified on a map while remaining concentrated in practice. A provider may list many branches or service areas, but most revenue may come from a few towns, a few apartment clusters, a few wireless sectors or a few wholesale paths. Without customer distribution, outside judgment has to stay cautious.

APNIC's user estimate for AS213157 is useful because it gives an order-of-magnitude signal, but it is not a subscriber ledger. It estimates users through measurement samples. A small ISP using NAT can have many customers behind relatively few addresses; a business or public hotspot can produce unusual traffic patterns; inactive customers may not appear at all. The estimate is best used as a scale cue: Finet is visible, but it is far from the top Turkish access networks.

Geographic density is the hidden variable. If Finet has dense clusters around Golhisar, Fethiye, Adiyaman Golbasi and other branch areas, then installation, support and word-of-mouth economics can work. A technician can handle multiple visits per day, spare equipment can be local, and neighbourhood referrals can lower acquisition cost. If the same customer count is scattered across long distances, support cost rises and outage perception worsens. One prolonged fault in a dense cluster can harm reputation, but it can also be fixed efficiently if local capacity exists. Scattered faults are harder.

The branch model also creates concentration risk at the human level. A local provider's customer relationship may depend on a small number of technicians, salespeople or dealer owners. If those people are capable, the company feels responsive. If they leave, underperform or lack authority, service quality changes quickly. Larger operators are less personal but more systematized. Smaller operators need documented processes to prevent local excellence from becoming local fragility.

Customer concentration also affects pricing. A large stable block can justify special effort if contribution margin is strong. A demanding small cluster can destroy support economics if prices are too low. Finet's consumer-use restriction on tariff pages suggests the company understands that unrestricted commercial use can overload a residential cost model. The next question is whether it has separate business-grade products and pricing for customers whose economic dependence on uptime is higher.

The public conclusion is therefore conditional. Finet's footprint can be valuable if density supports field economics. It becomes risky if geography, staffing or a few large accounts dominate the support burden.

Competition makes cheap speed a poor strategic anchor

Finet competes in a market where the customer's reference price is set by much larger names. Turk Telekom's investor page, citing Q1 2026 market data, describes 21.2 million fixed broadband subscribers in Turkey, 10.3 million FTTH/FTTB subscribers and 8.3 million xDSL subscribers. It also says Turk Telekom had a 550,000 km fiber network while alternative operators had 147,000 km. The scale gap is the strategic backdrop. A small operator cannot win by pretending it has the same capital base.

The national and large alternative providers compete with high-speed fiber, mobile bundles, television bundles, promotional discounts, modem offers, brand awareness and broader support systems. Some customers will choose those providers because raw speed is higher, the brand is familiar or the bundle is convenient. Other customers will choose a smaller provider because the national process failed them, the local branch is reachable, fixed wireless is available where wired service is poor, or no-commitment pricing feels less risky.

This is why Finet should not anchor its strategy on "same infrastructure, lower price" alone, even though that message is commercially understandable. A lower price on the same access input can acquire customers, but it can also trap the operator in a low-margin comparison with larger competitors. If the customer believes the product is identical, the only defensible difference is price. That is dangerous for a smaller provider with fewer scale economies.

The more durable anchor is accountable availability. Finet can justify itself if it solves problems that national operators handle slowly: local application help, branch-level installation, wireless alternatives, address-specific guidance, quicker escalation and clearer communication during faults. Those benefits are not free. They must be visible enough that customers accept a price that funds them.

Competition from mobile broadband and fixed wireless substitutes also matters. As 5G and mobile data improve, some households can use mobile service as backup or replacement. That increases the cost of poor fixed support because the customer has an escape option. But it can also help Finet if it sells a combined reliability proposition, such as fixed service plus practical guidance around fallback. The public evidence does not show such packaging. It does show that Finet understands address-dependent availability and no-commitment buying psychology.

The conclusion on competition is blunt: Finet should not try to be the cheapest version of a national line. It should try to be the provider whose local accountability is worth paying for. If customers only compare Mbps per lira, the margin case weakens.

Regulation is a cost base, not just permission to sell

Authorization and regulatory language can make a small ISP look more established than it is. The more important point is that regulation creates recurring work. Finet's about page lists national infrastructure-operation and ISP authorizations under BTK supervision. BTK's general materials frame the market: authorized ISPs provide retail services, wholesale inputs can be regulated, and retail ISP prices are not individually approved. Finet's own secure-internet and KVKK pages show the customer-facing compliance surface.

Those obligations matter economically. A provider must manage customer identity, contracts, billing, call-center records, traffic and connection logs, complaint handling, lawful reporting, secure internet options and personal-data rights. The customer may never ask about these systems until something goes wrong, but the operator must fund them continuously. Compliance is not a decorative licence paragraph. It is staff time, systems, policies, storage, security controls and response procedures.

The KVKK notice is especially revealing because it lists the kinds of data Finet says it collects and processes: subscriber information, billing data, call-center records, connection times, traffic data, location data and customer behaviour. For an ISP, these are not optional categories. They are part of operating in a legally sensitive sector. They also increase downside if systems are weak. Billing errors, payment recognition problems or data mishandling can turn a routine support issue into a regulatory and trust problem.

Regulation also shapes pricing flexibility. Since retail prices are not approved in the same way as wholesale inputs, an ISP has room to set packages and campaigns. That flexibility is useful in inflationary or cost-shifting conditions. But the customer's tolerance for price increases depends on perceived service value. If Finet raises prices after outages, customers see extraction. If it raises prices while demonstrating better support and reliability, customers may accept the bill.

Wholesale access is the other regulatory-linked pressure. Turk Telekom's wholesale portal and reference-offer materials show that xDSL/FTTx wholesale arrangements are formal and periodically changed. Finet's exact cost is not public, but the general exposure is obvious. A retail ISP living between regulated wholesale inputs and price-sensitive customers has to manage pass-through carefully. It cannot assume that every cost increase can be pushed to customers without churn.

The regulatory takeaway is that Finet's permission to operate is not the economic story. The economic story is whether the company prices enough compliance, support and input-cost volatility into a product marketed as simple and flexible.

Supplier dependence reaches beyond the carrier

The visible suppliers are not only upstream networks. Finet's public record points to a broader supplier stack: wholesale access, transit or upstream capacity, customer-premises modems, wireless receiver antennas, routing equipment, field tools, billing systems, online portals, cargo/paperwork processes and branch/dealer relationships. Each supplier can protect the model or squeeze it.

The 2020 training article is useful here because it mentions MikroTik training and participation by other sector firms. This does not prove current vendor architecture, but it fits the profile of a regional ISP that depends on affordable routing, wireless and access equipment. Such equipment can be efficient and flexible for a smaller provider. It also creates a support burden. The company needs technicians who understand configuration, security updates, customer-premises variation and failure modes.

Customer equipment is another cash-cycle issue. Fiber terms refer to a modem provided for use during the subscription and returned at cancellation. Wi-Fi terms refer to compatible antenna equipment. Equipment recovery is easy to write into a tariff page and hard to enforce perfectly in practice. Customers lose boxes, move, damage hardware, misunderstand cancellation, or resist final charges. The provider has to decide whether to collect deposits, charge fees, absorb losses or make recovery a branch task. Each choice affects acquisition friction and churn.

Upstream and wholesale suppliers also determine bargaining power. Large operators can negotiate from scale. A smaller ISP may depend on standard offers or local relationships. If capacity costs rise in lira terms, if imported equipment prices move with currency, or if a carrier changes terms, Finet needs retail flexibility and customer trust. No-commitment customers are useful because tariffs can be adjusted faster, but they can also leave faster.

Supplier dependence is not automatically bad. A small ISP should not build everything itself. The economic question is whether it knows which dependencies are strategic. Access inputs, upstream routes, CPE, wireless sites, billing and branch labour are all strategic because they shape the customer's experience. If any one of them is underpriced, the whole model weakens.

The public record does not reveal Finet's vendor contracts, credit terms, inventory loss rates or equipment refresh plan. Those missing facts are central. A provider can look profitable while deferring router replacements, antenna upgrades, support hires or upstream capacity. Eventually customers discover the deferral as congestion or outages. The strongest version of Finet would show that monthly fees fund renewal, not just current operations.

Unofficial signals point to the same operational bottleneck

Unofficial public signals should never substitute for primary evidence. They are still useful when they identify where the model is likely to break. In Finet's case, the unofficial signals point repeatedly to the same bottleneck: local service delivery.

The favourable signal is that Finet appears to have invested in branch presence and technical training. The dealer list is broad, the chamber listing supports at least one branch record, and the 2020 training article describes entities from several locations. That suggests the company has tried to build a distributed operating layer rather than relying only on a call center. For a smaller ISP, that is the right direction if it can be standardized and funded.

The unfavourable signal is that public complaint pages contain recent complaints about outages, speed problems, support reachability and payment-processing issues. These complaints are not a statistical sample. People go to complaint platforms when they are unhappy. A company with thousands of accounts can have dozens of complaints and still perform acceptably overall. But the content of the complaints is economically relevant because it shows what customers punish: not merely low speed, but lack of resolution, long repeat faults, uncertainty and the feeling that payment has not bought accountability.

The complaint around payment recognition is especially important. Broadband trust is damaged when a customer believes they have paid but the service remains cut or the account remains unresolved. That type of problem is operationally different from a fibre fault or radio issue. It sits in billing systems, portals, reconciliation and support authority. A provider that sells no-commitment access must make payment and reactivation frictionless, because customers are already close to a renewal decision.

The complaints around Fethiye and Golhisar also illuminate local concentration risk. If a branch market has repeated visible frustration, word-of-mouth can move quickly. The same local closeness that helps acquisition can accelerate churn. A national brand can disappoint customers anonymously; a local brand disappoints them personally.

The fair use of these signals is limited but pointed. They do not prove Finet is unreliable. They prove that the company's claimed advantage lives or dies in exactly the areas where customers publicly complain: response, repair, billing and communication. Any economic judgment that ignores those signals would be too generous.

What would change the judgment

The current evidence supports a cautious positive thesis: Finet is a real operating ISP brand with a modest public network footprint, branch/dealer reach and a product design aimed at customers who want flexible, available connectivity. The thesis is not proven. Several facts could strengthen or reverse it.

The first decisive fact would be cohort economics. How much does a customer cost to acquire, install and activate? How many months of gross contribution are needed to recover that cost? What share of customers churn before payback? No-commitment plans can be excellent if churn is low and support is efficient. They are dangerous if customers leave after a few support-heavy months.

The second fact would be support intensity. Finet needs to know tickets per customer, average answer time, repair time, repeat-fault rate, truck rolls per account, antenna revisit rate, billing-dispute rate and customer credits or write-offs. A regional ISP should not manage by subscriber count alone. It should manage by support-adjusted contribution.

The third fact would be infrastructure control. What share of accounts use wholesale VDSL or fiber, what share use Finet-controlled fixed wireless, what share depends on partner or branch infrastructure, and what share has an alternative route when the first path fails? Retail availability is not enough. The company needs to know where it can actually repair the service quickly.

The fourth fact would be upstream resilience. Public BGP views show visible upstream context, but not physical diversity, contracted capacity or failover performance. A credible reliability claim would be stronger with route diversity, separate physical paths, spare router capacity, backup power at critical sites, documented failover tests and incident records.

The fifth fact would be IPv6 and address strategy. Finet has public evidence of IPv4 origination and valid RPKI. It also has an IPv6 allocation that was not visibly announced in the checked public view. A visible IPv6 rollout plan would improve the maturity case, especially as devices, applications and cloud services move further toward dual-stack expectations.

The sixth fact would be complaint resolution. Complaint counts alone are incomplete. The important measure is whether the company resolves issues, communicates clearly and reduces repeats. A public or internal record showing faster repair and fewer repeat failures would strengthen the local-accountability thesis. A pattern of unresolved complaints, payment errors or prolonged outages would weaken it sharply.

The final fact would be pricing discipline. Finet must show that tariff changes, installation fees, equipment rules and business-grade options align with actual cost. If the company sells consumer-priced access to customers who expect business continuity, it will underprice the work. If it separates consumer access from paid business reliability, it can protect both margin and trust.

Conclusion: the value is local accountability, or there is no value

Finet's public record is stronger than a simple marketing page and weaker than a fully auditable operating case. The company has a visible retail offer, official ecommerce registration, branch/dealer footprint, customer-process pages, a RIPE organisation, AS213157, public IPv4 origination and valid route-origin evidence for the visible prefixes. Those facts justify treating it as an operating Turkish ISP with real network-resource evidence.

They do not justify assuming large scale, robust route diversity, national infrastructure ownership, audited service quality or strong margins. The public evidence is too narrow for that. The routed network is small. The IPv6 allocation is not visibly operational in the checked public routing view. One originated IPv4 prefix has registry metadata that requires caution. PeeringDB has no public network entity for the ASN. Complaints, while unofficial, point to exactly the operational risks that can erode a local ISP's economics.

The business can still work. A smaller ISP does not need to beat the incumbent on national fibre length or beat large challengers on headline speed. It needs to win specific local customers whose alternatives are inconvenient, slow to repair, over-contracted or impersonal. For those customers, reachable support and practical installation can be worth money.

But that money has to be enough. Field accountability has a cost: people, vans, antennas, modems, spares, billing systems, regulatory handling, upstreams, wholesale access, route management and customer communication. Finet's contract-free promise makes that cost more urgent because dissatisfied customers can leave quickly. The same flexibility that helps sales makes every support failure more expensive.

The firm conclusion is therefore conditional but firm. Finet's best economic path is not to be the cheapest reseller of comparable access. It is to price and deliver local availability in a way that customers can feel when something breaks. If it charges for that accountability and measures the work behind it, the branch network and modest ASN footprint can support a durable regional ISP business. If it sells cheap speed while absorbing field labour, upstream dependence and churn, the visible network becomes a cost center rather than an advantage.
