Indonesia now has more than 1,200 licensed internet service providers competing in a market whose total revenue, by the industry association's own admission, is falling. A small operator on a volcanic island in North Maluku — one /23 of address space, three transit contracts, a one-gigabit exchange port in Jakarta and a service menu that runs from dedicated circuits to CCTV installation — is one of the clearest specimens of why the entrants keep coming, and of which layer of the stack the margin actually lives in.

Theko Digital Solusindo is a small Ternate-based ISP whose real economic problem is not only selling bandwidth. In North Maluku, the harder product is reachable support, credible field coordination and enough network control to make business customers trust a local provider across an island geography where every repair visit, upstream path and customer promise carries extra distance.
