Phoenix was intended to modernize federal payroll and consolidate administration. Its failure was not simply a defective software story. It was a governance test of who could define requirements, reject incomplete configuration, demand end-to-end evidence, stop a launch, preserve service capacity, distinguish transactions from affected people, and provide redress after public servants were paid late, incorrectly or not at all. The planned move to Dayforce now makes those same questions prospective: readiness must be proved before unresolved errors and weak controls migrate.
