• Moratel and PCCW made a 2012 Google route leak a transit-filtering accountability test

  A 27-minute reachability incident in November 2012 exposed a basic weakness in interdomain routing: a network can announce a technically plausible path beyond its intended relationship, an upstream can accept and propagate it, and users far from either operator can lose access to a service. Cloudflare's contemporary investigation traced affected Google traffic through Moratel and PCCW. RFC 7908 later classified the event as a Type 4 route leak. The lasting accountability question is not which operator can produce the best explanation after recovery. It is whether each operator can prove the route relationship it intended, the policy its routers actually enforced, the alert that detected the mismatch, and the evidence that the same path would now be rejected.
