npNOG can document that it kept opening the room. Its public chronology runs from the first numbered meeting in 2016 to npNOG-11 in 2025, with a virtual programme in 2020. The archive shows workshops, conferences, fellows, committees and technical subjects. That is not trivial for a technical community.

The first ten minutes of a conference can look like an org chart. At npNOG-10 in Pokhara, the [published programme](https://npnog.org.np/npnog10/programs/conference/) gave the first welcome to Rupesh Shrestha, identified there as NPIX managing director and SANOG chair. The next welcome belonged to Samit Jana, identified as npNOG president. Each had a listed ten-minute slot. A special guest and keynote speaker followed.

In July 2022, operators arriving at the Kathmandu Marriott encountered one technical week: four workshop days followed by a conference. The surviving institutional record is less unified. npNOG calls the event NPNOG-6 with SANOG-38. SANOG's contemporaneous pages called the same week npNOG 9. The mismatch is small enough to look like a typo, but useful enough to reveal which bodies published, hosted and controlled different parts of the event.

The npNOG-11 running order gave public officials distinct ceremonial, strategic, security and panel roles, while npNOG and its programme chairs retained the conference frame. That contact may be practically useful, but proximity to the state is not a transfer of state authority.

npNOG’s first event named a simple rule for scarce workshop places: register early. Later pages keep the scarcity but leave the queue itself out of view.

The first twenty minutes of a conference can reveal institutional relationships. They cannot, without supporting records, tell us who held the decisive authority.

NPIX and npNOG brought SANOG 44 to Kathmandu after four days of local workshops. The useful outcome at the closing plenary was not ceremonial: the regional meeting passed to Dhaka for SANOG45, alongside bdNOG23, moving the next agenda-setting opportunity from one national operator community to another.
