On two evenings in January 2022, distributed denial-of-service attacks sent enough unwanted traffic toward Andorra Telecom to disrupt internet and 4G service for some customers, according to the Government of Andorra. A DDoS attack does not need to enter a network or steal data: it can deny service by exhausting a link, a filtering system, or another finite resource until legitimate users cannot get through. In a small country served by a highly concentrated national operator, that turns an attack aimed at a visible event into a continuity problem for households, businesses, and public services. The accountability question is therefore practical: which bottleneck failed, which defenses acted, how was essential traffic preserved, and what evidence proved recovery?
