The Account That Has To Carry The Network

The first useful way to look at Connecting LLC is not through an autonomous system, a licence entry or a company registration page. It is through one paying account. Imagine a small Moscow institution paying for a fixed connection that needs to be there on Monday morning, after a power cut, after a contractor damages a riser, after an upstream route changes, and after a user calls because the line is slow. The fee from that account has to carry more than bandwidth.

It has to carry the cost of upstream access, backhaul, local switching, customer premises equipment, installation labour, truck rolls, spare parts, billing, collection, abuse response, number-resource administration, Russian telecom compliance and the next refresh of physical plant.

That is the cash-flow test behind local network reliability. Many companies can sell an access line at a headline speed. Fewer can sell a durable service at a price that leaves money after the unpleasant costs have been paid. The distinction matters because telecom revenue is not the same as telecom value creation. Revenue can rise because tariffs are indexed, because a customer base is acquired, because inflation lifts nominal invoices, or because a company collects old receivables. Value is created only if the operator can keep enough of that revenue after suppliers, labour, capital replacement and regulation have taken their share.

Connecting LLC sits in that uncomfortable middle. The public evidence is stronger than a bare directory entry. Russian company records identify an operating Moscow legal entity, registered in 2017, with the main activity code for wired telecommunications. Vendor records show active communications licensing entries for data transmission and telematics services. Published financial summaries show revenue in the tens of millions of roubles and positive profit in 2025. A Moscow education site discloses a fixed broadband connection contract with the company. RIPE NCC records show membership and number-resource administration.

Routing databases show AS210553, the name connect-as, an assigned IPv4 prefix and an IPv6 allocation.

None of that proves that Connecting LLC is a large access provider, a cloud operator, a national backbone, a carrier-grade data-centre platform or a strategically irreplaceable network. The evidence does something narrower and more useful: it proves that the company has a real operating surface in Russian connectivity and that its economics should be judged like a small telecom business rather than a technology brand. Its market position depends on whether it can earn a service premium in local accounts where reachability, repair time and billing familiarity matter more than national advertising.

What Is Proven About The Company

The company behind the evidence is the Russian limited-liability company commonly rendered in English as Connecting LLC. Public business records identify it by Russian tax and registration identifiers, place it in Moscow at Ugreshskaya Street, and list Anton Konnov as the general director and sole founder. The legal entity was registered on 30 November 2017. Its charter capital is only 10,000 roubles, a formal number that says little about operating strength but much about why investors should not confuse legal capital with network capital. The reported main economic activity is wired telecommunications.

Financial snapshots from Russian business-information providers are consistent on the broad point: this is a small but revenue-producing company, not an empty shell. T-Bank's company page reports 2025 revenue of about 76.84 million roubles and profit of about 8.42 million roubles. RBC's company profile reports similar 2025 figures, with total assets of about 11.21 million roubles and equity of about 8.43 million roubles. Other company-data providers report a very small employee count, with public summaries varying around one to three people depending on the year and data source.

The exact headcount should not be overread, because telecom companies can rely on contractors, outside installers and outsourced accounting. But the order of magnitude is important. The business does not look like a large vertically integrated network owner.

The licence evidence also matters. A communications company can own an address block and still not have a public access business. Connecting LLC's business records show communications licences related to data transmission and telematics. One vendor page also reports licence-status changes and suspensions on specific licence activity lines. That ambiguity should make the reader careful, not dismissive. It means the regulatory position is a live operating issue.

The basic point remains that the company is visible in Russian communications licensing records, but the licence detail would need direct regulator confirmation before anyone treated it as a clean all-services permission set.

There is one unusually concrete operating clue outside registry and company databases. IThub University's public information page lists a contract with ООО Коннектинг for an FTTB connection with a 200 megabit-per-second stream and a Moscow server-location detail. A single disclosed contract is not a market map. It does not prove scale, margin or customer mix. It does, however, connect the company name to a real fixed-connectivity service bought by an identifiable institution. For an otherwise sparse company, that is useful evidence: the business is not only a number-resource holder but has at least some customer-facing service surface.

The public court record adds a second kind of signal. Russian arbitration and legal-reference pages show Connecting LLC appearing as plaintiff in payment-related claims against small counterparties, including contract numbers and relatively modest disputed sums. Such cases can be read in two ways. On the positive side, they suggest the company has billable customer contracts and enforces receivables. On the negative side, they highlight the unglamorous economics of small-account telecom: if a provider has to chase tens of thousands of roubles through court, administrative load can consume a large part of the margin.

The correct interpretation is not that litigation is good or bad in isolation. It is that billing discipline is part of the business model, and the collection cost has to be paid out of the same monthly fees that pay for the network.

The Number-Resource Footprint

Connecting LLC's strongest technical evidence comes from the RIPE NCC and routing ecosystem. The RIPE member page lists Connecting LLC as a Russian LIR with a Moscow address and Russian service area. RIPE allocation data show the LIR code ru.connecting associated with three IPv4 /24 allocations from 2010, one IPv4 /24 allocation from 2021, and an IPv6 /29 allocation from 2021. Third-party ASN pages identify AS210553, the as-name connect-as, the organisation Connecting LLC, an assignment date in October 2021, and the IPv4 route 193.3.185.0/24.

That evidence is material, but it has boundaries. A RIPE NCC membership proves participation in number-resource governance. It does not prove the company sells residential broadband, enterprise VPN, IP transit, managed hosting or cloud services. An ASN proves an administrative routing identity. It does not prove customer density, service levels, revenue concentration or bargaining power over upstream suppliers. A prefix proves address resources under a registry and routing context. It does not prove who paid for the fibre in the street, who owns building access, or who takes the call when a school, shop or office loses service.

The routing picture is especially important because it separates resource control from operational origination. AS210553 is shown with one IPv4 /24 in several databases, and at least one third-party page classifies the AS as data-centre, web-hosting or transit type. Another page reports no downstreams and identifies LLC Digital Network as an upstream. RIPE-derived records for the aut-num list imports from major Russian networks including TransTeleCom and MegaFon. Cloudflare Radar pages show that AS210553 is visible enough to have routing and usage views, but that does not turn it into a large network.

IPinfo's page for 193.3.185.0/24 reports very few reverse-DNS and hosted-domain signals. Taken together, the AS210553 footprint looks real but narrow.

The older ru.connecting IPv4 blocks complicate the story. Telecom SudParis's RIPE allocation mirror lists 178.57.64.0/24, 178.57.69.0/24 and 178.57.70.0/24 as Connecting LLC allocations from 2010. IPXO and IPinfo pages identify these ranges with the RU-CONNECTING netname or with Connecting-linked information. But routing pages show those prefixes originated not by AS210553 but by AS43297, VDS-Telecom LLC. Hurricane Electric's AS43297 page lists multiple /24 prefixes described as Connecting LLC and an exchange presence at Eurasia Peering IX. That does not prove a hidden corporate structure or a specific wholesale deal.

It does show that some Connecting-associated address space is routed through a separate AS, which may reflect historical allocation, leasing, operational delegation, shared control or another commercial arrangement.

This is why the economic analysis has to stay disciplined. Number-resource evidence is a starting point, not a valuation. It tells us Connecting LLC has had address space and registry obligations. It suggests relationships with larger networks. It implies abuse handling and routing administration. It does not by itself show whether the company owns last-mile assets, rents capacity, resells service, supports business customers, leases addresses, or combines several of those activities.

Business Model Choices

Connecting LLC has at least four possible revenue logics, and the public record does not fully allocate revenue among them. The first is retail or small-business fixed access: connecting homes, offices, schools or other institutions to wired broadband. The IThub evidence and wired-telecom activity code are consistent with this model. The second is local enterprise connectivity: selling reliable access, private links, installation work, static addressing, and quick repair to small organisations that value a person answering the phone.

The third is number-resource and address-related monetisation: managing, routing, leasing or otherwise commercialising IPv4 resources associated with the LIR. The fourth is wholesale support to other networks, including arrangements where prefixes are originated by another AS.

The attractive version of the business is not commodity broadband. Commodity broadband is a difficult place for a small operator because national and regional incumbents can spread procurement, call centres, marketing, billing systems and compliance over millions of users. A small provider can undercut on price for a while, but if the fee does not carry repair, churn and capital renewal, the low price is merely deferred failure.

The attractive version is a dense local service book: customers in buildings or clusters where the provider already has wiring, installation knowledge, landlord relationships and a reputation for solving problems quickly.

That model can work even at small scale. A customer who has been ignored by a large carrier may pay a premium for reachable support. A school or training centre may care less about the cheapest headline speed and more about whether the line works during exam registration or remote classes. A property manager may prefer a smaller supplier if technicians arrive quickly and billing is simple. In such accounts, the product is not only bandwidth. It is local responsibility. The operator sells the right to blame someone who can actually act.

The weak version of the model is resale without control. If Connecting LLC buys upstream capacity and rents most physical access from others, then its margin depends on being a better service wrapper around assets it does not control. That can still be a business, but the supplier takes a large share of the economics and can impair the customer promise. If upstream latency rises, if a carrier changes terms, if building access is lost, or if compliance costs rise, the small provider has limited bargaining power. Strategy without resource allocation is marketing.

For Connecting LLC, the credible strategy would require evidence that revenue is being reinvested in repair capacity, route diversity, customer premises equipment, monitoring, and reserve links where customers will pay for them.

The financial figures point to a business with operating room but not much shock absorption. Revenue of roughly 76.8 million roubles and profit around 8.4 million imply a margin of about eleven percent before any adjustments one would want from full accounts. That is not poor for a small service company, but it is not a licence to absorb heavy capex mistakes. Assets of about 11.2 million roubles are low relative to annual revenue. Equity of about 8.4 million is a modest cushion. A company with that balance-sheet profile can fund incremental improvements, spare equipment and working capital.

It probably cannot fund a major independent network build without debt, customer prepayment, supplier credit or partner support.

Revenue Is Not The Same As Value

The top-line growth reported by company-data providers is encouraging only if the added revenue is attached to durable accounts. If revenue grew because a few larger customers bought more service, the company may be more exposed to concentration. If it grew because of tariff indexation, value creation depends on whether costs rose more slowly. If it grew because small accounts were added within existing buildings, that is much better: incremental revenue on already served infrastructure can produce real operating leverage.

If it grew because the company took on low-margin resale accounts, the headline can flatter the business while adding support burden.

The public numbers do not answer that question. They do, however, define the scale of the problem. At about 76.8 million roubles of annual revenue, the company averages about 6.4 million roubles a month. Against that monthly base, it must pay transit and backhaul, rent or access costs, electricity, contractors, employees or owner labour, accounting, taxes, licence administration, legal collection, number-resource fees, compliance, equipment replacement and bad debt. A few lost accounts can matter. A single supplier price increase can matter. A major outage can matter. A court case that looks small in isolation can matter if it repeats often.

Pricing power is therefore the central variable. Russia's fixed broadband market is large and mature, with high internet penetration and a strong national operator presence. Rostelecom's published 2025 operating data provide useful anchors: consumer fibre broadband ARPU in the low hundreds of roubles, business and government fibre ARPU in the low thousands, and fibre plus VPN ARPU higher still. Those are not Connecting LLC's numbers, but they show the price landscape. If a small provider is selling household access at mass-market prices, its margin is thin.

If it is selling business-grade access, VPN, static addressing, fast repair or site-specific work, the fee can be high enough to support a smaller operating base.

Customer willingness to pay for reliability is not unlimited. In a saturated market, a small operator must answer a hard question: why would the customer not switch to Rostelecom, MTS, MegaFon, Beeline, ER-Telecom, a local rival, a mobile backup, or a landlord-arranged provider? The answer cannot be a generic promise of speed. Most urban customers can buy speed. The answer has to be a combination of installation convenience, local knowledge, repair speed, billing familiarity, willingness to take small business accounts seriously, and perhaps technical services that larger operators price too rigidly.

This is where the IThub clue matters. A 200 megabit-per-second FTTB connection for an education institution is not a national strategy. But it is exactly the kind of account through which a small provider can earn relevance. If the connection supports classes, administrative systems or hosted resources, the buyer may value dependable service and quick escalation more than the absolute lowest fee. The question is how many such accounts exist, how sticky they are, and whether Connecting LLC can win them without spending too much on acquisition and support.

Cost Base And Repair Economics

Telecom margins are often destroyed by costs that do not appear in marketing copy. The first is upstream and transport. A small AS does not reach the global internet by willpower. It buys transit, peers where it can, or routes through larger partners. AS210553's visible neighbour and upstream evidence points toward dependence on larger Russian networks. The older Connecting-associated prefixes originated by AS43297 also point to dependence on another routing platform. Dependence is not a flaw by itself; every small network depends on larger networks.

The issue is whether the retail customer pays enough for the small operator to maintain route diversity and bargaining options.

The second cost is local physical work. Fixed connectivity is full of low-status tasks: pulling cable, replacing switches, managing building permissions, labeling circuits, chasing intermittent faults, keeping spare optics, and sending someone to a site when remote diagnosis is not enough. A small operator can be excellent at this if its footprint is dense. It can be terrible at it if accounts are scattered. The cash-flow test is route density per technician hour. A provider serving many customers in the same buildings can earn attractive returns from small monthly fees.

A provider serving scattered customers has to turn too many minutes of travel and coordination into invoices.

The third cost is customer support and billing. Local support is valuable only if someone is available. If the public headcount indicators are directionally right, Connecting LLC either runs very lean or relies heavily on outside help. A lean model can work if customers are few, stable and technically simple. It becomes fragile when outages, payment disputes, licence tasks and sales activity collide. Court records showing payment claims are evidence of discipline, but they also show the cost of collections. A business that spends management time chasing small receivables loses time that could have been used for sales or network maintenance.

The fourth cost is compliance. Russian communications operators face obligations around licences, subscriber information, operational-search requirements and data retention. Article 64 of the communications law requires operators to store certain information about communications on Russian territory and to support authorised state access requirements. The direct cost depends on the service type and scale, but the direction is clear: compliance is not free, and it does not scale kindly for small operators. A large carrier spreads legal, storage, reporting and system-integration work across millions of customers.

A small provider has to absorb much of the same class of obligation across a much smaller base.

The fifth cost is abuse handling and reputation. IP address resources are productive assets only if they can be used without being treated as dirty space by mail systems, cloud platforms and security vendors. A provider that leases, routes or allocates address space to customers must manage abuse reports and customer vetting. If it does not, the short-term revenue from questionable users can damage the long-term value of the resource. Connecting LLC's address evidence therefore has an embedded operating duty: the company must make enough money from legitimate use to refuse bad revenue.

Supplier Dependence And Route Control

Supplier dependence is the difference between selling reliability and promising reliability. The company can control how quickly it answers a phone, how carefully it configures customer equipment, and how well it monitors its own edge. It cannot fully control the economics or performance of larger networks that carry its traffic. The RIPE aut-num references to TransTeleCom and MegaFon, the third-party upstream identification of LLC Digital Network, and the AS43297 origination of several Connecting-associated prefixes all point to a model in which larger networks matter.

The strategic question is whether Connecting LLC uses supplier dependence intelligently. A small provider does not need to own a national backbone to be valuable. It needs enough diversity that one upstream change does not collapse the customer promise. It needs enough route visibility to diagnose problems quickly. It needs contracts that do not reprice away the margin. It needs a plan for address resources that are currently visible through another AS. It needs to know when peering saves money and when peering adds operational complexity without enough traffic to justify it.

MSK-IX and other Russian exchange platforms matter in the general market because peering can reduce transit cost, improve local delivery and add resiliency. The public evidence does not show AS210553 as a prominent exchange entity. AS43297, which originates several Connecting-described prefixes, is visible at Eurasia Peering IX in Hurricane Electric data. That is not equivalent to Connecting LLC having its own peering strategy. It is a reminder that local routing economics are not only about buying transit. A company that can place the right traffic on local routes improves cost and user experience.

A company that cannot does more of the work through paid upstreams.

The worst case for a small connectivity company is single-path economics disguised as service quality. If the customer thinks it is buying a resilient local operator but the operator is essentially reselling one upstream path, the first serious outage exposes the model. The best case is selective control: a small company that understands its local footprint, buys enough upstream diversity, uses exchange connectivity where traffic justifies it, and prices accounts so that redundancy is paid for rather than donated.

Connecting LLC's public evidence does not prove either case. It suggests the company operates in a supplier-dependent posture and has to earn its margin through service specificity. That is acceptable if customers know what they are buying and the price reflects the actual level of resilience. It is dangerous if the company sells enterprise expectations at commodity prices.

Competition And Substitutes

The substitute set is unforgiving. In Moscow and other major Russian urban markets, a customer can usually find a large fixed operator, a mobile carrier, a building ISP, a hosting provider, or a systems integrator willing to bundle connectivity with other services. National operators have brand recognition, procurement scale, call-centre capacity, enterprise sales teams and deeper balance sheets. They can also cross-subsidise broadband through mobile, TV, cloud, security or government work. A small provider does not win by imitating them.

The most realistic wedge is customer neglect by the large operators. Big carriers optimise for standard products and large-account economics. They can be slow in small buildings, rigid in support, indifferent to unusual installation requests, and bureaucratic in billing disputes. A smaller provider can win where the account is too small for a national carrier to customise but important enough to pay for responsiveness. That wedge is real, but it is narrow. It requires disciplined account selection and high trust.

Another substitute is mobile connectivity. Russia has very high mobile-connection penetration, and many small businesses can use mobile routers as backup or, in some cases, primary connectivity. Mobile is an imperfect substitute for fixed service when stable upload, low latency, static addressing, predictable indoor performance or compliance-sensitive operations matter. But it caps price. A small fixed provider cannot charge as though no alternative exists unless the customer has a specific reliability need.

Cloud and hosted services are a further substitute. If a customer moves applications away from a local server, the office connection may become less technically complex but more mission-critical. That can cut both ways for Connecting LLC. Cloud dependency makes downtime more visible, increasing willingness to pay for reliable access. But it also shifts the service conversation toward national cloud, security and managed-service providers that can bundle connectivity or recommend larger carriers.

A small ISP that wants to benefit from cloud dependency must turn it into concrete offers: backup lines, static addressing, monitoring, and fast response when the customer cannot reach cloud services.

Price competition is therefore the wrong battle. A small operator that competes only on monthly fee ends up donating field work to the customer and margin to suppliers. The better battle is total cost of downtime. If Connecting LLC can show that a customer loses more from a day of outage than from a higher monthly fee, reliability becomes saleable. If it cannot, it is selling a commodity into a market where the big players have lower average cost.

Regulation And Geopolitical Risk

Russian telecom is not a light-regulation sector. Operators have licensing obligations, subscriber-information duties and state-access requirements. Data-transmission and telematics licences bring a company into a compliance environment where paperwork, systems and response procedures matter. The reported licence-status movements in company databases are therefore not a footnote. They affect whether a customer should view the company as a stable service provider and whether the company can keep converting revenue into value without regulatory interruptions.

The burden is likely to rise rather than fall. Market commentary around fixed broadband in Russia points to new licensing rules and investment needs from 2026, including broader coverage and integration requirements. Even if some forecasts are imprecise, the direction of travel is clear: operators will be asked to do more reporting, more identification, more data storage and more technical integration. Such obligations can push smaller providers toward consolidation, outsourcing or narrower product scope.

Geopolitical risk enters through the RIPE NCC relationship as well. RIPE NCC is based in the Netherlands and must comply with European sanctions. Its transparency reports describe resource freezes and on-hold statuses for some sanctioned or unresolved cases, and its billing material acknowledges specific documentation and invoicing considerations for Russian and Ukrainian members. There is no public evidence in the gathered material that Connecting LLC itself is sanctioned or under RIPE restrictions.

The risk is structural: Russian resource holders operate in an environment where payment routes, bank screening, sanctions investigations and registry policy can add friction even when the operator wants to comply.

That friction matters because address resources are part of the operating base. A provider can continue using routed resources in many circumstances, but registration freezes, transfer limits, billing trouble or documentation delays can affect growth options and administrative certainty. For a small provider, this is another reason to keep the business model simple and cash-generative. If external financial plumbing becomes harder, the company needs enough domestic revenue and administrative discipline to maintain its resource position.

There is also reputation risk around Russian internet controls and cross-border connectivity. Customers who depend on foreign cloud services, software updates, payment systems or international collaboration care about whether local access remains stable under blocking, routing changes or sanctions pressure. Connecting LLC cannot solve the geopolitical environment. It can only manage local reliability and choose suppliers carefully. That limits the strategic ceiling but also defines the sellable product: practical continuity inside a difficult operating environment.

Unofficial Market Signals

Unofficial network data should be used with restraint. IPinfo, IP2Location, Hurricane Electric, IPIP, 2ip and Cloudflare Radar are useful because they reveal how the network appears from outside. They are not audited company statements. They may differ on upstreams, domains, address counts or classifications because they observe different data at different times.

The signals are mixed. AS210553 is visible in routing datasets but narrow, with one IPv4 route commonly shown and no clear downstream ecosystem. Some pages classify the ASN as business, while others classify it as data-centre, hosting or transit. One IP2Location page associates the domain connectingup.org with AS210553, but the public web identity of that domain appears to belong to an unrelated Australian not-for-profit technology service. That mismatch is a good example of why third-party domain fields should not be treated as proof of Connecting LLC's commercial web presence.

It is better read as data noise unless confirmed by the company.

The older Connecting-described IPv4 ranges under AS43297 are more meaningful but still not conclusive. They show that Connecting-linked address space is active under another autonomous system and that some of it carries valid routing-registration or RPKI signals in third-party pages. That supports the view that the company has address-resource history and an operational relationship with other routing infrastructure. It does not reveal the contract economics. Are the prefixes leased? Hosted? Delegated? Part of a legacy arrangement? A public reader cannot tell.

The APNIC Labs resolver view and Cloudflare Radar pages provide another kind of signal: the network shows up in measurement systems, but the public views are too broad to infer user count or revenue. A small amount of visible traffic may be consistent with a few business customers, address-space use, test traffic, or a specialised access base. The right conclusion is modest: Connecting LLC is observable in the internet measurement environment, but the observations do not prove scale.

For an investor or customer, unofficial signals should trigger questions rather than conclusions. Ask who originates each prefix. Ask which upstreams are paid and which are merely registered imports. Ask whether resources have valid route origin authorisations. Ask how abuse complaints are handled. Ask which customer services use AS210553 and which use partner networks. Ask whether the company has a public network-status page or documented maintenance process. The absence of answers does not make the company weak, but it limits the strength of any positive claim.

What Would Change The Judgment

The bull case for Connecting LLC would become much stronger with five pieces of evidence. First, a service mix showing that most revenue comes from recurring fixed access or enterprise connectivity rather than one-off installation or fragile address-related income. Second, customer retention data proving that accounts stay because service is good, not because switching is inconvenient. Third, a network map showing dense local footprint, route diversity and clear separation between owned, leased and partner infrastructure. Fourth, licence confirmation from the primary regulator showing clean standing for the services being sold.

Fifth, gross margin by product after upstream, backhaul and field-work costs.

The bear case would become stronger if the revenue is concentrated in a few accounts, if accounts are scattered across expensive service territory, if address resources are monetised through weakly controlled third parties, if licence problems restrict service, if most routing depends on a single upstream, or if customer contracts are won primarily on low price. A small provider can survive many operational problems if customers pay for premium service. It cannot survive selling premium expectations at discount prices.

Capital allocation is the decisive management test. The company should spend where it protects the customer promise: monitoring, spare equipment, route diversity, documentation, collection discipline, support reachability, and targeted local buildout in places where customer density is high. It should avoid vanity expansion. A broader footprint without enough paying accounts would turn local strength into travel cost. More prefixes without clean abuse control would turn resources into risk. More low-price customers without support capacity would turn revenue growth into service decay.

The public financials suggest there may be enough cash generation to improve resilience step by step. Profit of roughly 8.4 million roubles could fund meaningful small-network improvements if reinvested carefully. But that same profit can disappear quickly if compliance costs rise, supplier contracts reprice, or one or two institutional customers leave. The margin is adequate for discipline, not for complacency.

The most important unknown is customer willingness to pay. Reliability has economic value only when the buyer recognises the downside of failure. The economic answer is conditional. It will struggle if it competes mainly on cheap access, expands beyond its service capacity, or relies on address-resource monetisation without tight control.
