Those labels make participation legible but not the authority chain. The reviewed page does not assign programme decisions, registration, participant data, conduct enforcement, hybrid-service incidents, public communications or final escalation to a named institution.

This does not prove a dispute, missing internal agreement or governance failure. Contracts and operating procedures may allocate every role. The narrower public-governance point is that a participant cannot derive the decision boundary from the reviewed page.

A compact responsibility map should name the accountable institution for each function, the operational contact, the hand-off between roles and the final escalation point. It can preserve distributed delivery while making authority visible.
