The fact
Gowtamsingh Dabee built his career in accountancy, audit and insolvency, not internet governance. He became AfriNIC’s official receiver after the registry’s dispute with Cloud Innovation helped trigger frozen bank accounts, board resignations, a vacant CEO post and operational paralysis. The court placed AfriNIC under receivership in September 2023, and Dabee was formally appointed in February 2025 to restore governance, hold a board election and return the registry to its community.
Instead, nomination procedures were disputed, guidelines were issued and withdrawn, an election was scheduled and annulled, and replacement rules were challenged in court. ICANN added further pressure through public notices and court intervention over member status and the Nomination Committee.
The Assessment
The unusual pairing is the point: a bankruptcy practitioner is running the institution that allocates IP addresses across Africa. Dabee’s accounting background was not disqualifying by itself; receivers are meant to manage process, not policy. The problem is how that role drifted. AfriNIC already had bylaws and a court mandate, but Dabee’s handling of the Nomination Committee, election guidelines and voting rules turned a procedural receivership into governance redesign. Each adjustment was presented as a correction. Together, they made AfriNIC look less self-governing, more court-managed and increasingly exposed to external pressure.
What to Watch
The July hearing on Dabee’s election conduct is the next test. Watch whether the court treats his rule changes as lawful administration, mandate drift or a failure of AfriNIC’s receivership.
