Summary
- ARIN's Board appointed Kathleen Hunter to a three-year NRO Number Council term beginning 1 January 2027.
- ARIN's region has three council seats: members elect two, while the Board appoints one every third year. The 2026 vacancy follows the appointment route.
The voting booths opened; a different door had already clicked shut. ARIN announced on 22 October that its Board of Trustees had appointed Kathleen Hunter to the Number Resource Organization Number Council. Her three-year term begins on 1 January 2027. ARIN thanked Kate Gerry and Adair Thaxton, the other volunteers for the seat. The announcement gives the choice, the names and the start date. It gives no ballot tally.
Hunter is a familiar figure in ARIN's policy room. At ARIN 58 she presented the Advisory Council's report as its chair, according to ARIN's day-one account. The move places someone versed in the regional policy process on a council with a wider remit. That council advises the NRO Executive Council on proposed global number-resource policy and doubles as ICANN's Address Supporting Organization Address Council, as ARIN's own procedures explain.
The furniture matters. ARIN has three seats on the council. Eligible member voting contacts choose two of them; every third year, trustees select the other from nominated candidates by secret ballot. ARIN's published schedule marks 2026 as the appointment year and 2027 and 2028 as election years. This week members are voting for three Board seats and five Advisory Council seats. They are voting beside the NRO appointment, not on it. The distinction is easy to lose under the word “election”; it is written plainly into the rulebook.
Imagine being the voting contact for a small operator, opening ARIN Online with five minutes between outages. The Board and Advisory Council candidates are on your ballot. The NRO seat has already been chosen by the Board you help elect. Your influence reaches that chair through the trustees, rather than through a box beside Hunter's name. When a global number-policy proposal lands on the council's table, that extra step in the chain of representation becomes a practical fact about whose judgment reached the room.
ARIN's current roster lists Kevin Blumberg's appointment through 31 December 2026, alongside elected members Alyssa Quinn and Amy Potter. Hunter's term begins the next day. One institutional role thus passes across the year boundary while the separate member ballot runs its course.
Selection gives Hunter a seat; her work on it will give readers something to judge. Meeting records, positions on global proposals and the council's handling of the continuing RIR governance debate will show what this particular appointment adds. A key can open the third chair. It cannot do the sitting.
