The name appears halfway down a one-page court order: Gowtamsingh Dabee. Below it, the judge tells the newly appointed receiver to get on with the election of AFRINIC's board.

That order is dated 12 February 2025. It replaces the Official Receiver with Dabee and gives the outgoing officer two weeks to hand over a report. Anyone opening the document on AFRINIC's website can see who took the job and when.

An earlier version of this article missed that record and built its argument around an unidentified supervisor. The more revealing story starts after the appointment. Within a month, Dabee was receiving a public request to get resource applications moving while he prepared the election.

A network application cannot wait for an election

The immediate problem facing the receiver was unusually concrete. In a letter of 7 March 2025, ICANN's chief technology officer, John Crain, wrote to Dabee about restarting number-resource assignments. ICANN reported receiving at least one formal complaint from an applicant who had waited months for a response or an assignment. It urged AFRINIC to resume that work while the board election was being organised.

For an operator preparing to expand, those months have a practical meaning. A resource application needs a decision; an election determines who will govern the organisation making it. Crain wanted both jobs done alongside each other. An applicant could hardly plan a network around the assurance that election preparations were progressing.

The complaint supplies a dated glimpse of that wait, rather than a complete survey of applicants. It also gives the story something a service catalogue cannot: an account from outside the registry of a request that was going unanswered.

A board returns; the receiver seeks release

After the September 2025 board election, the next step was not an automatic disappearance of the receiver. A joint statement published on 13 October 2025 said Dabee had filed an application to terminate the receivership on 8 October. It described the board and receiver continuing to work together pending his formal discharge.

The new board had work waiting for it. The statement described the search for a chief executive and financial audits for 2022, 2023 and 2024. It said the financial reports would be published once approved. Staff had kept the organisation running through a prolonged absence of a chief executive, according to the joint account; filling that post was now a shared priority.

AFRINIC's published case index, checked on 25 October 2026, lists the discharge application under SC/COM/MOT/000757/2025 as awaiting judgment. This is the organisation's index; a later discharge order has not been independently verified for this report. The next document to establish the end of Dabee's role would therefore be the outcome of those proceedings. The filing itself already dates back more than a year.

Approvals resume in AFRINIC's account

The registry reported progress on resource decisions in its member update of 12 March 2026. AFRINIC said the receiver was approving allocations and assignments that had completed the application process under prevailing policies. It also said Cloud Innovation Ltd was challenging his authority to do so in court.

That account brings a new development after Crain's appeal: applications were reaching approval, according to the institution handling them. The legal challenge concerns the authority behind those decisions. How long applicants waited is a separate service question, for which the published documents offer no complete processing-time series. A useful follow-up would put dates against applications, from submission through assessment to decision.

May's orders concerned different questions

The earlier article also misread a date. AFRINIC's 15 May 2026 communiqué discussed court action the previous day, but it did not announce the appointment of a receiver.

One published court instrument records an interim injunction concerning statements falsely attributing judicial approval to the leasing or commercialisation of AFRINIC-allocated IP resources. Another order dated 14 May allows ICANN to intervene in the winding-up proceedings brought by Cloud Innovation Ltd. Permission to intervene gives ICANN a part in that proceeding; it does not wind up AFRINIC. Dabee's appointment belongs to the February 2025 order, fifteen months earlier.

The next start date

On 24 August 2026, AFRINIC announced Mike Silber as CEO Designate, due to take office on 1 January 2027. The announcement said the board had acted with the receiver's consent and that both had initiated the search committee.

Silber's arrival is still ahead. The announcement records consent for this particular appointment, leaving the authority for other kinds of decision to their own governing documents. Expanding that one consent into a veto over every budget, contract and resource application would put more into the announcement than it contains.

The January start date gives members a leadership milestone to follow. An applicant whose plans depend on additional resources may need an answer sooner. Where has the application reached, and what decision is still required? A new chief executive, a discharged receiver and a completed application would each be a meaningful result. AFRINIC's members have reason to ask for the dates of all three.
