The proposal body and existing impact-assessment text are otherwise unchanged in this pair; the new notice clarifies that the assessment belongs to the archived draft. This documents a page-status and reference update, not the substantive changes in Draft 2 or its adoption.

Voting eligibility specifies resource members and designated representatives · Draft 2 explicitly refers to resource members for NRO NC member voting and adds their Designated Representatives to the eligible online voting contacts. Draft 1 refers more generally to AFRINIC members and lists corporate and authorised contacts only. PPM-attendee eligibility remains separately defined.
Number Council decisions move to consensus with defined fallback · Draft 2 requires consensus in the Number Council, allows a majority of members present after reasonable efforts fail, and gives the chair the casting decision in a tie. It also explicitly elects the council chair from the two community-elected NRO NC members. Draft 1 simply uses majority decisions and says one of those members chairs the council.
Three co-chairs serve staggered three-year terms · Draft 2 changes the proposed administration from two co-chairs on alternating two-year terms to three co-chairs on yearly staggered three-year terms. Related vacancy and resignation wording is adjusted to the larger team. This is a proposed governance change, not evidence that appointments took place.
Co-chair appointment permits fully remote attendance history and includes list discussion · Draft 2 retains attendance at four of the last six PPMs but removes the requirement that one be in person. It expressly calls for announcing candidates and discussion on the mailing list, with remaining co-chairs determining consensus using both list and PPM discussion. Draft 1 centres the decision on those present at the PPM.

Meetings require two chairs and constrain temporary arrangements · Draft 2 requires at least two co-chairs at each PPM and a temporary person to assist if only one can attend; the temporary team cannot determine consensus. Draft 1 allows one remaining co-chair to chair alone and uses a temporary lead only when both are absent. Failure to find the specified temporary person leads to adjournment.

Ratification petition is narrowed to absence of an operative board · Draft 1 permits a petition after board inability or refusal without reasons for sixty days. Draft 2 instead requires a reasoned board refusal followed by Working Group discussion, and permits a petition where no duly constituted operative board exists. It retains fifteen supporters from distinct members across three subregions, specifying resource members, and a new staff analysis before the proposed deemed-ratification path.

Residual board authority becomes operative proposed wording · Draft 2 adds section 3.3.12 retaining the board’s residual statutory authority and fiduciary responsibility. Draft 1’s appended legal assessment recommends such wording alongside a longer intervention framework. Only the shorter reservation appears in Draft 2; the full assessment recommendation must not be treated as adopted operative text or a settled legal finding.

Good-faith protection is a new proposed section · Draft 2 adds section 3.3.13 proposing personal-liability protection for listed officials acting in good faith under the Working Group rules and exclusive use of its appeal procedures. It excludes fraud, wilful misconduct, bad faith and deliberate rule violations. Draft 1 does not contain this operative section; the comparison makes no finding that the protection is legally enforceable.
