Who actually shaped the debate?
Policy evolution
Temporary election-process exception is removed · Draft 2 deletes Draft 1’s exception allowing the board, in consultation with the community, to handle missing election procedures for co-chairs and the appeal committee. The clause proposing automatic expiry of existing relevant board or committee processes remains. This removes an explicit continuity exception from the proposed text.

As an exception of the preceding paragraph, in the absence of elections processes for aspects related to the PDP (co-chairs, appeal committee), those aspects will be still handled by the board in consultation with the community.Source facts ↗

3.6.1 Temporary Provisions When this policy reaches consensus, any existing relevant Board or Committees processes or policies will automatically decay and can only be re-introduced as a draft policy proposal. 4. ReferencesSource facts ↗
Expanded staff assessment identifies an appeal-continuity risk · The Draft 2 assessment develops a conditional scenario in which expiry of appeal terms of reference interrupts five then-pending appeals. It asks how continuity is protected and notes the lack of a transition clause. Draft 1 contains a shorter objection about encroachment on board powers. These are contemporaneous assessment concerns, not evidence that the five appeals were actually suspended.

Such an attempt, according to staff is contrary to Article 3.4 of the Bylaws. The Board of Directors' view of this proposal is not covered in this assessment.Source facts ↗

the 5 appeals get suspended until such time a ToR is established (AC is appointed by Board)Source facts ↗
Competing interpretations remain expressly documented · Draft 2 adds a detailed legal assessment defending the appointing board’s authority over committee terms, alongside quoted author responses arguing that the PDP alone is sufficient. It suggests alternative drafting and community control of committee terms. This records a dispute and requested clarification, not a settled legal conclusion, board ratification or implemented policy.

The Board of Directors' view of this proposal is not covered in this assessment.Source facts ↗

The temporary provisions of this proposal (3.6.1.) only say that the ToR will decay, but not the Appeal Committee itself. The ToR is not needed.Source facts ↗
