XLSMART says more than 1,200 5G base stations support Surabaya, while its national footprint now covers over 50 cities and regencies.

XLSmart and ZTE have signed a memorandum covering AI across radio, transport, core and operations, alongside wider 5G and fixed-wireless ambitions in Indonesia. The scope is strategically large, but the evidence is still narrow: a company-reported implementation saved more than 10% of energy, without a disclosed baseline, duration, site count, absolute consumption or independent validation.

Minister Meutya Hafid's 21 July signature closed the legal gap left by Indonesia's 10 July spectrum ranking and the 14 July no-objection period. It did not rerun the bids. XLSmart now holds the largest low-band block, Telkomsel the largest mid-band block, and all three winners face a separate five-year task of turning rights worth Rp3.35962 trillion into coverage, capacity and commercial return.

XLSmart was created to turn Indonesia's mobile market from a crowded price fight into a three-operator scale contest. The hard question is whether the combined XL Axiata-Smartfren radio estate can produce enough ARPU repair, tower savings, spectrum efficiency and enterprise/home-broadband growth to pay for the debt, leases, capex and integration risk now sitting inside one national operator.
