The Serco electronic-monitoring record is a warning against compressing several different events into one corporate-scandal label. The Ministry of Justice's 2013 review concerned disputed charging states across electronic-monitoring contracts. The later Serco Geografix case concerned misleading profit reporting and inaccurate accounting, not proof that fictitious people had been billed. Serco Geografix entered a court-approved deferred prosecution agreement in 2019; it did not plead guilty and was not convicted. Two former executives were later acquitted after the Serious Fraud Office offered no evidence, a result that must not be overwritten by the subsidiary's admissions. A useful accountability test therefore asks a practical question: can buyer and supplier now reconstruct every monitored person's service state, every invoice line, every subsidiary profit adjustment and every parent-company approval without relying on trust in an opaque contractor system?
