Research networks do not stay useful merely because universities and laboratories are connected to the Internet. They also need explicit decisions about which routes carry collaboration traffic, which organizations exchange those routes, how IPv4 and IPv6 coexist, and what happens when a preferred path is unavailable. The 2013 SIRFEX record addressed that practical boundary: several French regional research networks wanted a dedicated interconnection service rather than sending the relevant traffic through ordinary public-Internet transit.
