prop-014A proposal to lower the IPv4 minimum allocation size and initialallocation criteria in the AsiaPacificregionUnknown · 1 Discussion messages
Viewpoint consistency: Insufficient evidence to assess consistency
Philip questions where a purported Secretariat proposal can be found and says a change to the bottom-up process should itself be proposed. Neither statement endorses or rejects the substantive IPv4 allocation changes, and only this one message is supplied for the policy.

Experimental Internet Resource Allocations · A proposal to lower the IPv4 minimum allocation size and initialallocation criteria in the AsiaPacificregion
Assessment: Insufficient evidence to assess consistency · Wanting registries to administer experimental allocations and invoking a bottom-up policy process concern the execution of allocations and the formation of policy respectively. The statements are not opposite answers to the same question; neither contradiction nor a stable substantive position across these proposals can be established from them.
Conditions: The messages concern different proposals and were sent in 2002 and 2004. · Registry administration should not be equated with unilateral Secretariat policy-making.

Philip explains why experimental allocations should be handled through registries and distinguishes experimental work from temporary conference assignments. This supports the experimental-allocation framework in that exchange, but there is no second position on the policy with which to compare it.
