A new fibre network can be physically ready while the public record that says who must serve the area is still behind. Australian regulator ACMA found that Opticomm repeatedly filed required notices late during 2023 and 2024. The case is not evidence that 184 developments lost broadband. It is a clearer lesson: construction, operational ownership and the register used by residents and service providers must move together.
