The useful question around Rafael "Lito" Ibarra is not whether one person can be called the father of the internet in El Salvador. Public records do use that language. The stronger question is what happened after the first connection became possible: how a personal technical delegation, a university role, public-sector cooperation and scarce equipment were turned into institutions that could survive beyond an origin story.
