How much of the currently allocated IPv4 address space do you believe is unused? How much do you think a reclaim programme would cost to run?
I agree that there is a benefit in allowing a financial incentive to encourage transfers of address space to where it can be used more efficiently.
Maybe I am unduly pessimistic about what is likely to be made available.
