Imperial Sugar Company

The Imperial Sugar disaster was not an unknowable chemical anomaly. Sugar is familiar, but finely divided sugar suspended in air can burn with explosive violence. The decisive accountability problem at Port Wentworth was the way ordinary production losses, altered equipment, accumulated dust, ignition possibilities, connected conveyors, occupied rooms, and weak emergency arrangements were allowed to coexist. On 7 February 2008, an initial explosion probably began inside a recently enclosed steel belt-conveyor space beneath two storage silos. The U.S. Chemical Safety and Hazard Investigation Board, or CSB, concluded that the precise ignition source could not be determined. It did determine that the unventilated enclosure permitted an explosive dust concentration and that layers of sugar dust throughout the packing buildings fueled devastating secondary explosions and fires. Fourteen workers died. The final investigation report counted 36 injured survivors, some with permanently disabling burns. Those technical findings must be kept separate from the Occupational Safety and Health Administration's citations, which were contested and later resolved by settlement; from civil and workers' compensation claims, many of which settled without trials on the merits; and from appellate decisions addressing insurer duties or jurisdiction rather than deciding Imperial Sugar's overall liability. The larger accountability test is therefore not whether one can nominate a spark. It is whether an owner can prove that dust is contained at its source, hazardous accumulations are found and removed, process changes receive hazard review, ignition sources are controlled, equipment is vented or suppressed and isolated, workers can alarm and escape, and management receives evidence strong enough to stop production before a low-frequency risk becomes a mass-casualty event.
