The October 2020 TARGET2 outage was not simply a long technical interruption. It was a live test of whether the institutions that operate the euro area's wholesale payment infrastructure could turn nominal redundancy, contingency procedures and public oversight into timely recovery. The trigger was a software defect in network equipment. The accountability question is broader: who controlled the change, the failover decision, the contingency channel, participant communication, queued payments and the evidence that those controls were repaired?
