An IPv6 infrastructure link can carry packets even when neither router interface has a globally routable address. RFC 7404 turns that possibility into an operational choice: fewer exposed addresses and less routing state in exchange for a new obligation to prove which link worked, which interface failed and where management evidence now lives.
