1- DQE's 2019 BGP optimizer route leak made customer-prefix filtering an accountability test
On 24 June 2019, public routing data showed how a small network in Pennsylvania could become part of a much larger Internet reachability failure when a route optimizer, a customer network and a major transit provider formed the wrong acceptance chain. Cloudflare described the visible symptom plainly: a small company became a preferred path for many routes through Verizon, AS701. The accountability question is not whether a single party can be blamed for every packet that slowed or failed that morning. It is whether DQE, Noction, Verizon and downstream operators could prove, after the fact, which route policy accepted the leaked paths, which filters should have stopped them, and which controls would prevent the same relationship mistake from propagating again.
