Chime wants to replace a sponsor-bank relationship with ownership. Yet its merger agreement also prices the possibility that regulators prevent that change: under a narrow failure pathway, three agreements with Stride Bank do not expire on schedule but roll forward for at least another contract cycle.

Chime is a risk and accountability case because app-based financial access can become a household liquidity problem when fraud controls, account closure decisions, refund timing, partner-bank escalation, and customer evidence intake are not visible enough for consumers whose wages, benefits, rent money, and small-business cash flow sit inside the disputed account.
